534 ❚ Human resource developmentSTRATEGIC HRD AIMSThe fundamental aim of strategic HRD is to enhance resource capability in accordancewith the belief that the human capital of an organization is a major source ofcompetitive advantage. It is therefore about ensuring that the right quality people areavailable to meet present and future needs. This is achieved by producing a coherentand comprehensive framework for developing people.The specific objectives of strategic HRD are to develop intellectual capital andpromote organizational, team and individual learning by creating a learning culture –an environment in which employees are encouraged to learn and develop and inwhich knowledge is managed systematically.Although strategic HRD is business-led, its policies have to take into account individualaspirations and needs.
