58HRM proceduresHuman resource management procedures set out the ways in which certain actionsconcerning people should be carried out by the management or individual managers.In effect they constitute a formalized approach to dealing with specific matters ofpolicy and practice. They should be distinguished from HR policies as described inChapter 10. These describe the approach the organization adopts to various aspects ofpeople management and define key aspects of the employment relationship. Theyserve as guidelines on people management practices but do not necessarily lay downprecisely the steps that should be taken in particular situations. Procedures are moreexacting. They state what must be done as well as spelling out how to do it. It is desirableto have the key HRM procedures written down to ensure that HR policies areapplied consistently and in accordance with both legal requirements and ethicalconsiderations. The existence of a written and well-publicized procedure ensures thateveryone knows precisely what steps need to be taken when dealing with certainsignificant and possibly recurring employment issues.The introduction or development of HR procedures should be carried out inconsultation with employees and, where appropriate, their representatives. It isessential to brief everyone on how the procedures operate and they should bepublished either in an employee handbook or as a separate document. Line managersmay need special training on how they should apply the procedures and the HRdepartment should provide guidance wherever necessary. HR will normally have theresponsibility of ensuring that procedures are followed consistently.
