CLAUSON,PROCLAMATION.High Commissioner and Commander-in-Chief.WHEREAS by a Proclamation, dated the 5thAugust, 1914, Martial Law was proclaimedin and over tbe Island of Cyprus.AND WHEREAS it is expedient expressly toprohibit certain acts and things as being contraryto the Proclamations and Orders issued underMartial Law.NOW I, John Eugene Clauson, Major in theReserve of Ofl&cers of the Corps of Royal Engineers,Knight Commander of the Most DistinguishedOrder of Saint Michael and Saint George, Commanderof the Royal Victorian Order, His Majesty'sHigh Commissioner and Commander-in-Chief inand over the Island of Cyprus, do hereby orderand proclaim as follows :—1. The following acts are declared to be oflfencesunder Martial Law : —(a) Sending or bringing into or out of Cyprusletters or documents, receiving or transmittingletters or documents coming fromoutside Cyprus, otherwise than through thepost.(6) Collecting information on matters of Militaryinterest,(c) Being in possession of any record as tomatters of Military interest without reasonableexcuse.{d) Holding communication of any kind withenemy agents or prisoners of war exceptthrough authorised channels,(c) Being in possession without reasonableexcuse of any apparatus, or part of an apparatus,which might be used to send or receivesignal messages.(/) Interfering with agents or employees ofMihtary Ofl&cers in such a maimer as toprejudice Military interests.ig) Being found in the vicinity of any MilitaryWorks or Camp without reasonable excuse.(h) Spreadinx or pubUshing any false report asto any matter of Military interest or anyreport of a nature to cause apprehension oralarm amongst the civil population or anyclass thereof or to prejudice His Majesty'srelations with Foreign Powers.{i) Making use of invisible ink, or of any othermedium for writing which is not visibleunless subjected* to heat or to some othertreatment.(j) Attempting, participating in, inciting to, orpreparing for any of the above acts.2. Nothing in this Proclamation contained shalllimit the responsibility of any person who shalldo any act which he knows or has reason tobelieve is prejudicial to the Naval or Militaryinterests of His Majesty or is contrary to anyProclamation or Order of His Majesty or of theHigh Commissioner.Given at Nicosia, this 23rd day of April,1918.
