17« <strong>THE</strong> <strong>CYPRUS</strong> <strong>GAZETTE</strong> (EXTRAORDINARY), llth JUNE, 1918.The law incorporates the methods of procedure of the Bankruptcy Law.That law may not be perfect but it is working and it is best to have a procedurewhich is in use.The power of the Registrar to act as Syndic would be confined by thePresident of the District Court to cases in which there was practically onlyone creditor. It would then only be a form of execution. Other caseswould be sent before an advocate under Clause 16.Treasury difficulties as to the Advocate could be met by Rules of Courtunder which no money would pass through the hands of the Advocate.Two objections have been raised to this Law, (1) that the creditors willat once proceed to sell up their debtors to secure their debts and, (2) thatdebtors will have themselves declared insolvent to defraud their creditors.As to the first objection it is unhkely that creditors would try to ruintheir customers because it would destroy their whole trade. It is theirinterest to keep up their clientele, and for this purpose to help them. Thelaw wiU only impose a limit on the terms which they can exact for suchsupport.As to the second objection the village farmer will never, if he is not undergreat pressure, part with his land, and insolvency would take all land fromhim. Moreover the Cypriot peasant is an honest man except in cases in\\ hich his nature has been changed by deahngs with others who have takenadvantage of his simphcity.We wish to record our thanks to the Members of the Council, Mayors,Merchants and others who assisted us with their advice.We are aware, as was stated by some gentlemen, that there are othermatters to be considered, but the matters dealt with seem the most pressingand those on which there was the fullest agreement.
