The interest allowed on loans to farmers shall not exceed 12%.2. No interest shaU be payable on interest until one year after suchinterest has become due.3. Every one who makes a practice of charging illegal interest, or oftaking advantage of the indebtedness or ignorance of any other person toexact terms for any kind of loan which are extortionate and unconscionableshall be hable on conviction, to make good any loss, and to a fine notexceeding £50, or imprisonment not exceeding six months, or both.4. This law applies only to loans to farmers, fruit growers and graziers.APPENDIX C.A BILL TO AMEND <strong>THE</strong> LAW AS TO DEALINGS BETWEENMERCHANTS AND FARMERS.1. Every merchant having deahngs with farmers shall keep a day bookas provided by Sec. 3 of the Mercantile Law, which he shall produce beforethe Court when required to do so, and in addition to his debts and creditsshaU enter in such book full details of all bonds in customary form.2. Save as aforesaid, the day book shall not be admitted as evidence mfavour of the merchant unless he has comphed with the provisions of Article5 of the Commercial Code.For the purpose of that Article the Village Judge or Registrar of theDistrict Court shall act as the officer appointed by the Commercial Court.3. Tn the first fortnight after the completion of each quarter themerchant shall furnish the farmer with a written copy of the accountagainst liim as standing in his books.4. No account stated between a merchant and farmer shall be goodunless it shall be in writing and shall set out the date on which it is stated,and shall on examination with the merchant's books be proved to be correct.5. No bond given by a farmer to a merchant shall be good unless it shallstate truly the consideration for which it is given in the form set out in theschedule hereto or in hke form suitable to the transaction for which it isgiven.
