CLAUSON,High Commissioner and Commander-in-Chief.WHEREAS by a Proclamation, dated the 5thAugust, 1914, Martial Law was proclaimedin and over the Island of Cyprus.AND WHEREAS it is desirable in the publicinterest that the amount of foodstuffs grown inthe Island should be maintained or increased.Now I, John Eugene Clauson, Major in theReserve of Officers of the Corps of Royal Engineers,Knight Commander of the Most DistinguishedOrder of Saint Michael and Saint George, Commanderof the Royal Victorian Order, His Majesty'sHigh Commissioner and Commander-in-Chief inand over the Island of Cyprus, do hereby orderand proclaim as follows:—1. The cultivation of tobacco is hereby prohi--bited save under Ucence as hereinafter prescribed(hereinafter referred to as a tobacco licence).2. Tobacco Ucences may be issued by the Commissionerof the District. Such tobacco Ucencesshall be subject to the provisions herein contained,and to such conditions as shall in the said Ucencebe prescribed.3. Notwithstanding anything herein contained,seedUng beds may be planted without a tobaccolicence, but the planting of such seedling bedsshall not confer on any person the riaht to cultivatetobacco without a tobacco licence.4. Application for tobacco licences must bemade to the Commissioner.5. A tobacco licence shall not be transferable.6. All planting of tobacco shall be completedby the 1st March, 1919, provided that the Commissionermay in certain special cases extend thetime limit to the 31st March, 1919. Any suchextension shall be endorsed on the tobaccolicence.7. No tobacco licence shall be granted to anyperson who shall not himself actually cultivateor be making preparations for the cultivation ofcereals. No tobacco licence shall be granted fora. greater amount than xV*^ of ^^^ ^^^^ ^eld byany person upon which cereals are usually cultivatedor which has been or is being prepared forthe cultivation of cereals.Provided always that where such iV^Ji o^ suchland shall be less than one donum, in such case atobacco licence may be granted in respect of onedonum.And provided that no person shall be granteda tobacco licence for more than 25 donums ofland.8. After the day fixed for the completion ofthe planting of tobacco no person over the ageof 12 years and under the age of 60 years otherthan the holder of a tobacco licence and themembers of his family as hereinafter definedworking on the land in respect of which a licenceis granted shall be engaged in tobacco cultivation.The expression " members of his family " shaUinclude only the father, mother, wife, children orgrandchildren of a person holding a tobaccoUcence who shall habitually live in the samehouse with such person. The Commissioner maygrant special permission in writing for other personsto work at tobacco cultivation, but suchpermission shall not be granted in any case unlessthe Commissioner is satisfied that the grant willnot in any way interfere with the production ofcereals.9. Any person who :—(a) Save in seedling beds, shall grow tobaccowithout a tobacco licence;(6) Shall make any false or misleading statementto the Commissioner when making appUcationfor a Ucence;(f) Shall transfer or purport to transfer,either permanently or for a period, any landto any agent or other person with the intent. that such agent or other person shall growtobacco on behalf of or for the benefit in anyway of such person;(rf) Shall commit or attempt to commit anybreach of these regulations or of any of theconditions prescribed in his tobacco Ucence ;shall be liable to be punished by fine or imprisonmentor both such penalties and anytobacco in respect of which an offence shall havebeen committed shaU be Uable to be confiscated.10. The Order, No. 499, dated the llth October,1917, and published in the Cyprus Gazette, datedthe 13th October, 1917, ia hereby cancelled.Given under the hand and official seal of theHigh Commissioner and Commander-in-Chief at Troodos, this 28th day of September,1918.
