ITThe Cjrprus Gazette.(Published byAuthority.)No. 1325.J FRIDAY, 5TH APRIL, 1918.NO. 155.SPEECHmHis Excellency the High CommissionerDELIVERED TO <strong>THE</strong> LEGISLATIVE COUNCILAT <strong>THE</strong> OPENING OF <strong>THE</strong>SESSION,ON TUESDAY, 2ND APRIL, 1918.HONOURABLE GENTLEMEN OF <strong>THE</strong> LEGISLATIVECOUNCIL,IN this second Session of the present Council theprogramme of legislation to be laid before youwill be a very short one.A considerable number of Laws were placed onthe Statute Book during your first Session, andtwo or three of the Bills to be presented to younow merely deal with matters which were thendiscussed and almost settled, but had to be postponedfor various reasons.The Laws relating to Village Authorities andField Watchmen received careful considerationlast year by Select Committees and in the fuUCouncil, but it was found impossible to attain asufl&cient consensus of opinion with regard to theremedies to be applied to meet the defects in thoselaws.In present war circumstances it is not practicableto proceed with these and certain other complicatedmeasures of domestic legislation calhng fordetailed enquiries and prolonged deliberation.I hope however that it may be possible in thecourse of the Session to lay on the Table of theCouncil a report of the Commission appointed inAugust, 1917, to enquire into the subject of indebtednessin the Island and the reUef of insolventdebtors.
