HEIDENSTAM,No. 654.Clerk of Council.REGULATIONS FOR <strong>THE</strong> ELECTION OFMUKHTARS AND AZAS.IN exercise of the powers vested in him by the VillageAuthorities Law, 1906 and 1907, Hi's Excellencythe Officer Administering the Government hasbeen pleased to make the following Regulations forthe proper conduct of the elections of Mukhtars andAzas:—1. The proceedings for the election of Mukhtars andAzas in villages and quarters shall be presided overand conducted by such person (to be styled thePresiding Officer) as the Commissioner may appoint.2. Every notice to be issued by the Commissionerfor the election of Mukhtars and Azas shall specify thename of the Presiding Officer, the date and place atwhich the election shall be held, and the hours betweenwhich the votes shall be taken. It shall be posted onthe door of the Church or Mosque of the village orquarter unless the Commissioner shall direct it to beposted elsewhere.8. The Commissioner shall furnish to the PresidingOfficer a copy of the list of voters of the year im-, mediately preceding for the election of members forthe Legislative Council.4. If any dispute arises as to whether or not a voteris to be deemed an inhabitant of any particular villageor quarter for the purposes of these Regulations, itshall be heard and determined by the Commissioner inmanner provided by Article 9 of these Regulations.5. During the taking of the votes by the PresidingOfficer there shall be present in the polling station(a) the Presiding Officer and his clerk, (b) any membersof the Village Commission that may be able toattend, and (c) any of the persons, wherin the opinionof the Presiding Officer, are likely to obtain votes thatmay desire to attend. The Presiding Officer mayallow to be present in the polling station such Policemenor other Government officials as he may deemadvisable.6. Only one voter shall be allowed to be in thepolling station at one and the same time. Each votershall be asked by the Presiding Officer to give hisname and address, and if he is described in the voters'list as an inhabitant of the particular village or quarterfor which the election is being held, the PresidingOfficer or his clerk shall write down the name andaddress of such voter.The Presiding Officer shall then require such voterto give the full names and address of the personswhom he desires to elect as Mukhtar and Azas for hisvillage or quarter, and the Presiding Officer or hisclerk shall forthwith write down the names and particularsto be given by such voter, who shall thereuponsign or affix his mark to the entry so made asaforesaid. If at the expiration of the time fixed forthe polling, there are no other voters at the pollingstation waiting to vote, the poll shall immediately beclosed.7. Immediately after the close of the poll the PresidingOfficer, with the assistance of his clerk and inthe presence of the same members of the village Commissionas were present at the poll, shall carefullyprepare a return showing the number of votes obtainedby each candidate. Such return shall be in duplicateand signed by the Presiding Officer, who shall postone copy on the door of the Church or Mosque ofthe village or quarter concerned and shall forthwithtransmit to the Commissioner the other copy togetherwith a report and the original entries made during tli^taking of the poll.8. If on receiving the report of the PresidingOfficer the Commissioner does not order a furtherelection to be held, he shall cause a list of the personsentitled to serve as Mukhtar and Azas to be postedat a conspicuous place in the village or quarterconcerned. Such list shall be dated and signed bythe Commissioner.9. Any candidate wishing to complain of anyillegality or irregularity in the conduct of any election,shall, within fifteen days (which shall include allSundays and holidays) from the date of the list to beposted by the Commissioner in accordance with thelast preceding Article, present a petition to the Commissionerstating the grounds and facts upon whichsuch complaint is made, and the same shall be inquiredinto and determined by the Commissioner whosedecision shall be final and conclusive.21st November, 1918.
