MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC SFO NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]SECTION 6 BUILDING DESIGN CRITERIA6.1 STRUCTURALStructural design shall comply with the locally adopted codes and VA Seismic DesignRequirements H-18-8 (http://www.cfm.va.gov/TIL/seismic.asp). Structural members shall beof concrete, masonry, or steel. Wood may be used as permitted by building and life safetycodes for the Occupancy Group (Business or Ambulatory Care) and size (floor area) andheight of structure required by the clinic program.//Where applicable, a licensed structural engineer shall verify the load-bearing capability of theexisting structural elements to support the new design loads. Provide evidence of compliancewith lateral force requirements with offer as specified in Paragraph 1.7 HOW TO OFFER.////Where alterations are made to the structural elements in existing buildings, these elementsindividually, and the buildings as units, must maintain adequate strength to safely resist bothgravity and lateral loads. Any resulting deficiencies must be reinforced accordingly.//6.1.1 FOUNDATIONSThe building foundation system shall be designed in accordance with the recommendations ofthe geotechnical report.6.1.2 FLOOR LOADSMinimum uniform basic design live loads shall conform to the locally adopted codes and asfollows. In order to provide a flexible design for occupancy changes in the future, generalized live loadcategories should be applied to large areas of the floor plate.Where actual occupancy load requirements or concentrated equipment loads exceed theminimum uniform live loads, the areas in question shall be designed to meet the specific loadconditions.6.1.3 ROOF LOADRoof live loads shall be based on geographical location and local governing building coderequirements; however, they shall not be less than 20 psf [0.96 kPa].VA may install a rooftop mounted satellite system or other rooftop antennas for the building. The Lessor shall provide a roof structure, which accommodates VA’s system, and shallcoordinate with VA to provide the required structural mounting devices.6.1.4 LATERAL FORCESVA classifies Outpatient Clinics as "essential" or "critical" facilities. Design structures forlateral forces in accordance with local building code requirements for wind and seismic forcesusing importance factors for essential structures.Part I: Basic Solicitation Requirements – Page 90 of 196Lessor __________ Gov’t. ____________________ of __________ Pages
