MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]An analysis <strong>of</strong> water samples for radon must be performed by a laboratory that uses theanalytical procedures as described in EPA's Two Test Procedures For Radon in DrinkingWater.The Lessor shall perform the necessary radon testing and submit a lab test and a certificationto the Contracting <strong>Office</strong>r before VA occupies the space.If the EPA action level is reached or exceeded, the Lessor shall institute abatement methodswhich reduce the radon to below the EPA action level, such as aeration, prior to occupancy byVA.4.4.5 POTABLE WATER QUALITYPotable water provided to VA from municipal or community water systems shall meet EPAand/or state standards for contaminants. //For existing buildings, Lessor will repair or replaceexisting plumbing that is shown to increase the contaminants in municipal or communitysupplied water to levels that exceed EPA and/or state requirements.//If potable water does not meet EPA and/or state standards, Lessor shall take action necessaryto reduce contamination to acceptable levels. Lessor shall test potable water periodically toensure that it continues to meet EPA and state standards. Lessor shall provide bottled waterat his/her expense at any time contaminant levels exceed EPA and/or state requirements. Ifpotable water does not meet EPA and/or state standards, Lessor shall take action necessaryto reduce contamination to acceptable levels.//Potable water provided to VA from on site wells or other non-municipal sources shall meetminimal EPA and/or state standards for contaminants.//4.5 SPECIAL ENVIRONMENTAL REQUIREMENTSAny leased project over 75,000 GSF shall comply with the National Environmental Policy Act<strong>of</strong> 1969. Sites with proposed buildings <strong>of</strong> less than 75,000 GSF Must acquire CERCLA andSHPO clearance.If required, special building equipment to treat and exhaust to the atmosphere toxic gasesproduced by the agency program equipment shall be provided by Lessor. All suchinstallations shall comply with appropriate OSHA, EPA or related regulations <strong>of</strong> the localcommunity. Lessor shall obtain all necessary permits for construction and operation. Inaddition, provide up to 100% outside air for clinical laboratories and other areas designated inSection 6 Mechanical requirements.4.6 ACCESSIBILITY STANDARDSThe design, construction, and alteration <strong>of</strong> facilities shall comply with local codes andordinances. In addition, all VA facilities must comply with the Architectural Barriers ActAccessibility Standards (ABA-AS) as adopted by GSA and VA Program Guide PG-18-13,"Barrier Free Design Guide."The ABA-AS consists <strong>of</strong> Appendices C and D to 36 CFR Part 1191 (ABA Chapters 1 and 2,and Chapters 3 to 10) and is available from United States Access Board http://www.accessboard.gov/.Part I: Basic Solicitation Requirements – Page 71 <strong>of</strong> 196Lessor __________ Gov’t. ____________________ <strong>of</strong> __________ Pages
