MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]SECTION 5 SITE DESIGN CRITERIA5.1 GENERALA licensed Landscape Architect or Civil Engineer shall develop the site design. A LandscapeArchitect, licensed if state registration exists, shall develop the landscape planting plans.Design <strong>of</strong> site elements shall comply with accessibility standards and in accordance withParagraph 4.6 <strong>of</strong> this solicitation.The Lessor shall obtain Topographic/Landscape, Electrical and Telecommunications, toinclude telephone, data, cable television and special systems; Civil/Mechanical; and SoilSurveys; and geotechnical reports. The survey limits shall include a sufficient area to coverthe complete project including sufficient <strong>of</strong>fsite locations <strong>of</strong> existing utilities, i.e., water, sewer,gas, electric and telecommunications. Refer all vertical elevations to permanent benchmarksbased on actual geodetic datum (not assumed datum).Comply with applicable Federal, State, and municipal laws, regulations, and permitsconcerning design and construction controls for environmental protection <strong>of</strong> aesthetics, air,water, and land. All the following regulatory categories apply:Storm water permits, e.g., National Pollutant Discharge Elimination System (NPDES)permit programPollution control and solid waste disposalErosion control and protection <strong>of</strong> land resourcesProtection <strong>of</strong> landscapeProtection <strong>of</strong> water resources, wetlands, and areas preserved for wildlifeEnsure that the design mitigates any adverse environmental impacts. Ensure all the following:Surface water, during and after construction, will not adversely impact the site orareas downstream from the site.Grading, seeding, erosion control measures, and storm sewers are used to avoidthe above.Air and noise pollution is minimized.Destruction <strong>of</strong> land resources is minimized. Interference with the normal function <strong>of</strong> the surrounding community duringconstruction is minimized.5.2 SITE DEVELOPMENTUse originality and imaginative design between site and structures, vehicular and pedestriancirculation, visual elements, and open and screened area.
