MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]Develop the Site based on //an American Land Title Association (A.L.T.A ) Survey// //a Results<strong>of</strong> Survey// using a title report current within 90 days. Consider impacts to site encumbrancessuch as drainage, rock outcroppings, existing utilities, utility easements, abrupt changes intopography, and protected or mature salvageable vegetation.5.2.1 STORM WATERConsider impacts on existing natural and man-made storm water drainage patterns andsystems. VA is committed to the control <strong>of</strong> storm water by the Federal Water Pollution ControlAct, the Federal Flood Disaster Protection Act, and other Environmental Protection Agency(EPA) regulations that are implemented by Federal, State, and municipal jurisdictions.Provide a Hydrology and Hydraulics analysis and report in support <strong>of</strong> the proposed design.5.2.2 CIRCULATIONProvide separate circulation systems for vehicular service and patient/visitor traffic.Provide a circular driveway to the building drop-<strong>of</strong>f with access to the parking areas. Thedrop-<strong>of</strong>f shall have canopy cover designed to accommodate public bus and shuttle services.Design patient exterior areas that are conveniently accessible from the building withoutvehicular crossings and are oriented to the most favorable site climatic conditions.5.2.3 LOCATION OF BUILDING AND EQUIPMENTEnsure that the building property line setbacks are consistent with adjacent structures andlocal codes.When locating the proposed building, structures, and equipment, consider topography,adjacent facilities, utility access requirements, environmental impacts, and future developmentto produce a design that is functional and aesthetically successful.Provide landscape planting, grading, architectural screening, or fencing <strong>of</strong> exterior utility,mechanical, and electrical equipment for patient and personnel protection.5.2.4 PATIENT USE AREASDesign patient exterior areas that are conveniently accessible from the building withoutvehicular crossings and are oriented to the most favorable site climatic conditions.5.2.5 GRADING DESIGNCoordinate surface grades with architectural, structural, and mechanical design to provideproper surface drainage.Consult soil classification data in the subsurface investigation (geotechnical report) in support<strong>of</strong> drainage concepts proposed as part <strong>of</strong> the Hydraulics and Hydrology analysis.Use contours at a maximum interval <strong>of</strong> 1 foot [0.3 m] to show grading <strong>of</strong> the entire project site.Utilize spot elevations as control points.Show any temporary (construction period) or permanent erosion control.Part I: Basic Solicitation Requirements – Page 79 <strong>of</strong> 196Lessor __________ Gov’t. ____________________ <strong>of</strong> __________ Pages
