MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY](3) DaylightingAchieve a minimum <strong>of</strong> daylight factor <strong>of</strong> 2% (excluding all direct sunlight penetration) in 75% <strong>of</strong>all space occupied for critical visual tasks. Provide automatic dimming controls or accessiblemanual lighting controls, and appropriate glare control.(4) Low-Emitting MaterialsSpecify materials and products with low pollutant emissions, including adhesives, sealants,paints, carpet systems, and furnishings.(5) Protect Indoor Air Quality During <strong>Construction</strong>Follow the recommended approach <strong>of</strong> the Sheet Metal and Air Conditioning Contractor'sNational Association Indoor Air Quality Guidelines for Occupied Buildings under <strong>Construction</strong>,1995. After construction and prior to occupancy, conduct a minimum 72-hour flush-out withmaximum outdoor air consistent with achieving relative humidity no greater than 60%. Afteroccupancy, continue flush-out as necessary to minimize exposure to contaminants from newbuilding materials. Prohibit smoking within the building and within 25 feet [7.62 m] <strong>of</strong> allbuilding main entrances and building ventilation intakes during building occupancy.E. Reduce Environmental Impact <strong>of</strong> Materials(1) Recycled ContentFor EPA-designated products, use products meeting or exceeding EPA's recycled contentrecommendations. For other products, use materials with recycled content such that the sum<strong>of</strong> postconsumer recycled content plus one-half <strong>of</strong> the pre-consumer content constitutes atleast 10% (based on cost) <strong>of</strong> the total value <strong>of</strong> the materials in the project. If EPA-designatedproducts meet performance requirements and are available at a reasonable cost, a preferencefor purchasing them should be included in all solicitations relevant to construction, operation,maintenance <strong>of</strong>, or use in the building.(2) Biobased ContentFor USDA-designated products, use products meeting or exceeding USDA's biobased contentrecommendations. For other products, use biobased products made from rapidly renewableresources and certified sustainable wood products. If these designated products meetperformance requirements and are available at a reasonable cost, a preference for purchasingthem should be included in all solicitations relevant to construction, operation, maintenance <strong>of</strong>,or use in the building.(3) Environmentally Preferable ProductsUse products, such as low-emitting materials or products containing no toxic metals, that havea lesser or reduced effect on human health and the environment when compared withcompeting products or services that serve the same purpose.(4) <strong>Construction</strong> Waste and Materials <strong>Management</strong>During a project's planning stage, identify local recycling and salvage operations that couldprocess site-related construction and demolition materials. Program the design to recycle orsalvage at least 50% <strong>of</strong> the non-hazardous construction, demolition, and land clearingmaterials, excluding soil, where markets or onsite recycling opportunities exist. Providesalvage, reuse, and recycling services for waste generated from major renovations, wheremarkets or onsite recycling opportunities exist.(5) Ozone Depleting CompoundsEliminate the use <strong>of</strong> ozone depleting compounds during and after construction wherealternative environmentally preferable products are available, consistent with either thePart I: Basic Solicitation Requirements – Page 76 <strong>of</strong> 196Lessor __________ Gov’t. ____________________ <strong>of</strong> __________ Pages
