MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC SFO NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY](3) Dealkalizing SystemAs facility needs dictate, provide a single chloride-anion pressure-type water-dealkalizingsystem for boiler feed-water make-up to follow water softening equipment. Reduce alkalinityto 20 ppm [mg/L]. Provide soft water bypass.Design a separate measuring tank of sufficient size to furnish amount of saturated salt andcaustic soda solution required for one regeneration. Caustic soda shall be approximately 10%by weight of total solution. Designate interior floor space for caustic storage.(4) Deionization SystemAs facility needs dictate, provide a three-bed deionizer (cation, anion, mixed bed) of the tankexchange type, providing de-ionized water to meet the requirements of the facility. Feedwaterto the deionizer system shall be fed through a 5 micron filter, provided as a component of thedeionization system. The system shall be factory assembled, full duplex, and designed forautomatic production of water with a conductivity of less than 10 micro-ohms.(5) Reagent Grade SystemAs facility needs dictate, provide a complete packaged reagent grade water system. Confirmif users require grade 1, 2, or 3 quality, and estimate consumption amounts. Evaluate if it iscost-effective to provide reagent grade water system, or to have the users purchase waterfrom an ISO3696: 1987-listed firm.C. Domestic Hot Water SystemEvaluate whether a central hot water system or stand-alone hot water heaters are bettersuited to the project. Analyze the various options in providing domestic hot water, and complywith pertinent sections of ASHRAE 90.1-2007 for water heating equipment efficiencies andpipe insulation. If a central system is provided, evaluate whether it should be dedicated to domestic hot water,or if it should be a part of the central steam plant. Coordinate this design with the facilityrequirements, as steam requirements for sterilizers and humidifiers may be significant.Provide recirculation pump per IPC.(1) Stand-Alone Hot WaterProvide gas (or electric if gas not available) storage tank type water heater(s), sized perASPE. Provide drain pan, pressure/temperature relief valve, flue, and combustion air per IPCand local codes.(2) Central Storage Tank SystemProvide gas (or electric if gas not available) central storage tank hot water system, sized perASPE. Water heater discharge temperature shall be set at 130 ˚F [54 ˚C]. Providetemperature limiting valve set at 105 ˚F [41 ˚C] at all shower heads. Providepressure/temperature relief valve, flue, and combustion air per IPC and local codes.D. //Steam SystemEvaluate whether a central steam plant is justifiable. If the facility requires significantquantities of steam for sterilizers and/or humidifiers, it may well result in the lowest first andoperating costs to combine these systems with domestic hot water. If so, provide shell (tank)and steam tube bundle for domestic hot water use, with hot water discharge temperature setat 140 ˚F [60 ˚C]. Provide pressure/temperature relief valve, condensate piping, and steamvalve train, complete with bucket traps, control valve, and isolation valves.//Part I: Basic Solicitation Requirements – Page 116 of 196Lessor __________ Gov’t. ____________________ of __________ Pages
