MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]In addition to local code requirements, all new facilities//, new additions, and existing buildingsrequiring major renovation and/or seismic strengthening// shall be designed in accordancewith VA Seismic Design Requirements H-18-8.6.1.5 SPECIAL INSPECTIONSLessor shall comply with all special inspection requirements <strong>of</strong> the local Authority HavingJurisdiction. Lessor shall obtain services <strong>of</strong> qualified, independent entities to provide specialinspection services during construction. Lessor shall provide copies <strong>of</strong> the inspectors’ reportsto the Contracting <strong>Office</strong>r as evidence <strong>of</strong> compliance with Codes and the requirements <strong>of</strong> thissolicitation.6.1.6 BLAST LOADSDesign structural systems for overpressures and dynamic loadings for threat category asestablished by VA Physical Security Design Manual for Life Safety Protected facility.6.2 ARCHITECTURAL6.2.1 //FOUNDATION DRAINAGESubsoil (foundation) drainage provides a means <strong>of</strong> removing water that may percolate to thefooting level <strong>of</strong> a building foundation system. Reference the geotechnical report for specificpercolation results. Provide a subsoil drainage system in accordance with site Hydrology andHydraulics studies. Subsoil drains shall maintain a pitch as uniform as possible and shalldrain to suitable outfall. No subsoil drainage piping shall traverse a building area to reach anoutfall.//6.2.2 PATIENT ENTRANCESProvide canopies over patient entrances to outpatient clinic. The canopies shall extend 2 feet[0.6 m] beyond the curb lines to protect patients from inclement weather. To reduce the sizeand cost <strong>of</strong> canopies, locate the curb line near the entrance if compatible with other designconsiderations.6.2.3 AMBULANCE ENTRANCESProvide ambulance entrance as indicated on conceptual plan. Ambulance entrances shallinclude provisions for wheelchair and litter access.//Provide a canopy over the loading/unloading zone at ambulance entrance with 13-foot[3.96-meter] vertical clearance from grade to underside <strong>of</strong> canopy. The canopy shall overhangthe rear <strong>of</strong> the parked ambulance 4 feet [1.22 m].////Enclose ambulance entrances where the outside winter design temperature is below 10 ˚F[-12 ˚C], as given in the 99% column <strong>of</strong> Table I, ASHRAE Handbook <strong>of</strong> Fundamentals.
