MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]Skylights shall be designed in response to the calculated peak pressures and impulsesresulting from the design level vehicle threat. Skylight glass shall be restrained within themullions and the mullions shall be designed to accept the design level pressures.Penthouses enclosing mission-critical equipment shall be designed to resist the design levelvehicle threat and to be consistent with the hardened intakes and exhausts.D. Structural SystemStructural systems shall be constructed to withstand the actual pressures and correspondingimpulses produced by the design level vehicle threat and the design level satchel threat thatmay be delivered to loading docks, mailrooms, //below grade parking garages,// and lobbiesprior to screening. The design shall provide a level <strong>of</strong> protection for which progressivecollapse will not occur; the building damage will be economically repairable and the space inand around damaged area can be used and will be fully functional after cleanup and repairs.E. Building SystemsHVAC systems: locate major mechanical equipment above the ground floor in an area notsubject to flooding. All air intakes shall be located so that they are protected from externalsources <strong>of</strong> contamination. Locate the intakes away from publicly accessible areas, minimizeobstructions near the intakes that might conceal a device, and use intrusion alarm sensors tomonitor the intake areas.Locate all outdoor air intakes a minimum <strong>of</strong> 100 feet [30.48 m] from areas wherevehicles may be stopped with their engines running.Locate all outdoor air intakes a minimum <strong>of</strong> 30 feet [9.14 m] above finish grade or onro<strong>of</strong> away from the ro<strong>of</strong> line.Design air intakes and exhausts to minimize the blast over pressure admitted into criticalspaces and to deny a direct line <strong>of</strong> sight from a vehicle threat located at the stand-<strong>of</strong>f distanceto the critical infrastructure within.Maintain positive pressure in lobbies and entrance areas.Fire protection systems: fire department hose connections located on the exterior <strong>of</strong> a buildingshall be secured in suitable enclosure that limits access to authorized personnel. Coordinatewith the serving fire department.F. Security SystemsSecurity Surveillance Television (SSTV): system shall be provided to monitor buildingentrances, restricted areas, mission critical asset areas, and alarm conditions. SSTV systemshall be used for surveillance and observations <strong>of</strong> defined exterior areas, such as site androadway access points, parking lots, and building perimeter, and interior areas from acentralized police operations room or security control center. The design, installation, and use<strong>of</strong> SSTV cameras shall support the visual identification and surveillance <strong>of</strong> persons, vehicles,assets, incidents, and defined locations.The Intrusion Detection System (IDS) shall include motion detection, glass break, and doorcontact sensors, among other devices. These devices provide alternative methods to detectactual or attempted intrusion into protected areas through the use <strong>of</strong> alarm components,monitoring, and reporting systems. The IDS shall have the capability <strong>of</strong> being integrated withDSPI, PACS, and SSTV systems.
