MAY 2009SOLICITATION FOR OFFERS OUTPATIENT CLINIC <strong>SFO</strong> NO. VA-101-XX-RP-XXXX[INSERT LOCATION OF FACILITY]Lessor and the Contracting <strong>Office</strong>r, the Government may enter the premises at any timesubsequent to award <strong>of</strong> the contract to conduct such ceremonies as ground-breaking,cornerstone laying, and dedication, and may occupy such portions <strong>of</strong> the property as may benecessary for such purposes. Further, the Lessor agrees to prohibit the conducting <strong>of</strong> suchceremonies in the leased premises or on the site there<strong>of</strong> arranged by parties other thanrepresentatives <strong>of</strong> VA unless written approval is obtained from the Contracting <strong>Office</strong>r.3.27 PLANS: AFTER OCCUPANCYWithin 30 days after occupancy, the following as-built plans for the building under lease shallbe provided to the Contracting <strong>Office</strong>r or designee. If the plans are not provided, VA will havethe plans prepared at the Lessor's expense.One set <strong>of</strong> mylar reproducible architectural floor plans, scaled at 1/8" = 1"-0".One set <strong>of</strong> mylar reproducible equipment plans, scaled at 1/4" = 1’-0".Purged computer files <strong>of</strong> architectural floor plans, and equipment plans in //AutoCAD 2009////____// format, shall be submitted on CD-ROM or DVD, properly labeled and indexed.Submission shall be accompanied with a written matrix, indicating the layering standards toensure that all information is recoverable. All architectural features <strong>of</strong> the spaces shall beaccurately shown.3.28 PARTNERINGIn order to accomplish this contract effectively, the Government proposes to form a cohesivepartnership with the successful Offeror and its subcontractors. This partnership would strive todraw on the strengths <strong>of</strong> each organization in an effort to achieve a quality project, executedcorrectly the first time, within the budget, and on schedule. This partnership will be totallyvoluntary. The focus <strong>of</strong> partnering is to build a cooperative relationship with the private sectorand avoid or minimize disputes, and to nurture a more collaborative ethic characterized bytrust, cooperation, and teamwork. Partnering is defined as the creation <strong>of</strong> a relationshipbetween the Government and the successful Offeror that promotes mutual and beneficialgoals. It is a non-contractual, but formally structured, agreement formation <strong>of</strong> a "we" mentalityfor the benefit <strong>of</strong> the project. Any cost associated with developing this partnership will beagreed to by both parties after contract award, and will be shared equally with no change incontract price.3.29 VAAR-85273-75 SECURITY REQUIREMENTS FOR UNCLASSIFIEDINFORMATION TECHNOLOGY RESOURCES (INTERIM – OCTOBER 2008)The contractor and their personnel shall be subject to the same Federal laws, regulations,standards, and VA policies as VA personnel regarding information and information systemsecurity. These include, but are not limited to, Federal Information Security <strong>Management</strong> Act(FISMA), Appendix III <strong>of</strong> OMB Circular A-130, and guidance and standards, available from theDepartment <strong>of</strong> Commerce's National Institute <strong>of</strong> Standards and Technology (NIST).
