same, implementing the General Plan would not have a substantial adverse effect on a scenic vista<br />

or on the visual character of the area. This impact would be less than significant.<br />

Increase of Light or Glare<br />

Clay Pit SVRA hours of operation would be restricted to daylight hours, and thus outdoor lighting<br />

would not be required for the OHV activity areas. (See <strong>Impact</strong> 3.4‐4 below for discussion of light<br />

and glare related to the headquarters facilities.) Facilities envisioned in the General Plan would<br />

not require the use of substantial reflective surfaces, such as windows or tin roofs. In addition,<br />

Clay Pit SVRA General Plan DU Guideline 2.2 requires that facilities be constructed without the use<br />

of highly polished or reflective materials (e.g., reflective windows). Therefore, no adverse effects<br />

are anticipated as a result of increased light or glare, and this impact would be less than<br />

significant.<br />

Mitigation Measures: No mitigation is required.<br />

Headquarters Facilities <strong>Impact</strong> Analysis<br />

The following analyses are related yet different from the potential impacts described previously<br />

under “General Plan <strong>Impact</strong> Analysis.” They addresses potential impacts specific to the<br />

construction or operation of the headquarters facilities alone.<br />

Effect on Scenic Vistas or Visual Character following Construction of the Headquarters<br />

Facilities<br />

The headquarter facilities structures proposed in Chapter 4 of the Clay Pit SVRA General Plan<br />

would include an entrance kiosk, a headquarters and maintenance building with adjacent parking<br />

for staff, a maintenance yard and storage buildings, a new entry road, and accompanying<br />

amenities such as a propane tank, septic system, and well. They would be similar in appearance to<br />

nearby structures located at the airport; therefore, they would not substantially degrade the visual<br />

qualities of the area.<br />

The headquarters facilities would be confined to the entrance area, would be single story, and<br />

would be small relative to the viewshed. For these reasons, they would not substantially obstruct<br />

views of the surrounding areas. In addition, the headquarters structures would be colored in earth<br />

tones to blend in with the surrounding area, which would minimize any effect of distracting from<br />

surrounding views. The headquarters structures would be similar in height to structures on the<br />

airport property to the north, and would be constructed in a style similar to structures at other<br />
