3.2 Air Quality<br />

road base in the maintenance yard and in the staging areas, hauling and laying substrate<br />

amendment on the tracks, and hauling and arranging large rocks within the 4x4 area.<br />

Criteria Pollutant Emissions<br />

Construction emissions of criteria pollutants would principally consist of exhaust emissions (NOx,<br />

oxides of sulfur, CO, ROG, PM10, and PM2.5) from heavy‐duty construction equipment, delivery<br />

trucks, and worker commutes. Construction equipment emissions would be largely localized,<br />

while delivery truck and worker commute trips would generate emissions over a broader area.<br />

Fugitive dust would be generated by grading operations, the movement of construction equipment<br />

and vehicular traffic in unpaved areas of the SVRA, and the movement of haul trucks along paved<br />

roads to and from the SVRA. Additionally, paving operations and applications of architectural<br />

coatings would release ROG emissions. Emissions from construction activities can vary<br />

substantially from day to day, depending on the level of activity, the specific type of operation, and<br />

prevailing weather conditions.<br />

Consistent with the General Plan’s Operations and Management (OM) Guideline 6.3, construction<br />

activities would comply with Butte County AQMD Rule 205, “Fugitive Dust Emissions,” to control<br />

PM10 fugitive dust emissions from construction activities and from soil stockpile areas.<br />

Accordingly, the following rules have been incorporated into the URBEMIS2007 model to be<br />

consistent with Rule 205:<br />

Maintain speed on unpaved roads at less than 15 mph.<br />

Water exposed surfaces at least twice daily.<br />

Apply soil stabilizers to inactive areas.<br />

Stabilize soil in equipment loading/unloading areas.<br />

Replace groundcover in disturbed areas quickly.<br />

Manage haul road dust by watering at least twice daily.<br />

Consistent with OM Guideline 6.2, the following measures designed to reduce construction<br />

emissions would be required during construction.<br />

OM Guideline 6.2: Require that contractors and/or staff implement the following actions<br />

to minimize ozone precursor (ROG and NOX) emissions during construction activities:<br />

Post clearly visible signs that no equipment shall be left idling for longer than<br />

5 minutes.<br />

Maintain all construction equipment according to manufacturer’s specifications.<br />

Use diesel construction equipment meeting the <strong>California</strong> Air Resources Board’s 1996<br />

or newer certification standard for off‐road heavy‐duty diesel engines.<br />
