3.1 Transportation and Traffic<br />

this location is projected to result in LOS F at the southbound approach under Year 2017 weekday<br />

conditions with or without the addition of project‐generated traffic. All other approaches to this<br />

intersection are projected to experience satisfactory LOS A or B delays. An analysis of forecasted<br />

volumes in comparison with <strong>California</strong> Manual of Uniform Traffic Control Devices for Streets and<br />

<strong>Highway</strong>s thresholds (Warrant 3, Figure 4C‐4) (Caltrans 2010) indicates that the intersection<br />

would not warrant the installation of a traffic signal. A peak‐hour volume of 87 vehicles is<br />

projected at this approach (Figure 3.1‐10), while a threshold of 190 vehicles would be required to<br />

consider the installation of a traffic signal.<br />

Traffic generated by the site is also projected to have a very minor effect on area roadway<br />

operations (Table 3.1‐12). LOS D or better roadway operations are projected under Year 2017<br />

conditions along each of the study roadway segments.<br />

Because most projected intersection and roadway LOS remain below specified LOS thresholds,<br />

and because traffic volumes at the southbound approach to the SR 162/Larkin Road intersection<br />

do not warrant signalization, projected traffic impacts on study area intersections and roadway<br />

segments would be less than significant.<br />

Mitigation Measures: No mitigation is required.<br />

Headquarters Facilities <strong>Impact</strong> Analysis<br />

The impact analyses described above under “General Plan <strong>Impact</strong> Analysis” address potential<br />

impacts related to all aspects of the General Plan, including constructing and operating the<br />

headquarters facilities. The following analysis addresses potential impacts specific to the<br />

construction or operation of the headquarters facilities alone. These potential impacts are<br />

different from (i.e., less than) the potential impacts described above that could be caused by<br />

implementing the rest of the General Plan elements.<br />

Increases in Peak-Hour and Daily Traffic Volumes Following Construction of the Headquarters<br />

Facilities<br />

Construction of the headquarters facilities would include the construction of an entry kiosk, which<br />

would facilitate the collection of an entrance fee. Because no entrance fee is collected currently,<br />

the number of visitors to Clay Pit SVRA is expected to decline during the time period between<br />

construction of the headquarters facilities and construction of new OHV facilities. Therefore, there<br />

would be no increase in traffic volumes following construction of the headquarters facilities, and<br />

the project would cause no impact.<br />

Mitigation Measures: No mitigation is required.<br />
