bring20 times more alternative and hybrid vehicles to <strong>California</strong> roads, and quadruple the use of<br />

low‐carbon biofuels (CARB 2011).<br />

Regional and Local Plans, Policies, Regulations, and Ordinances<br />

The Butte County General Plan 2030’s Land Use, Circulation, and Public Facilities and Services<br />

element includes four overarching goals that relate to climate change:<br />

Reduce greenhouse gas emissions to 1990 levels by 2020.<br />

Promote green building, planning, and business.<br />

Promote a sustainable energy supply.<br />

Conserve energy and fuel resources by increasing energy efficiency.<br />

Associated with each goal are several policies and actions that will help the County achieve its<br />

goals. While many of the policies and actions relate to residential and commercial development, a<br />

number are relevant to the Clay Pit SVRA General Plan:<br />

Greenhouse gas emission impacts from proposed projects shall be evaluated as required by<br />

the <strong>California</strong> <strong>Environmental</strong> Quality Act.<br />
