3.4 Visual Resources<br />

SVRAs. This construction would be consistent with the existing character of the project site as an<br />

OHV area, and with the surrounding rural recreation‐oriented character. DU Guideline 2.2 would<br />

require that the appearance of storage buildings in the maintenance yard be consistent with the<br />

appearance of the headquarters buildings, which would minimize any potential for clashing styles<br />

that could be aesthetically unpleasing. DU Guideline 2.3 requires that landscaping be used to<br />

soften the appearance of the maintenance yard and buildings. Implementation of these guidelines<br />

would further reduce potential visual impacts.<br />

Because the headquarters facilities would not substantially obstruct scenic views, and because the<br />

character of these facilities would be consistent with the existing character of the project site and<br />

the surrounding area, the headquarters facilities would not have a substantial adverse effect on a<br />

scenic vista or on the visual character of the area. This impact would be less than significant.<br />

Mitigation Measures: No mitigation is required.<br />

Increase of Light or Glare following Construction of the Headquarters Facilities<br />

Nighttime security lighting at the headquarters building would be installed for safety and security<br />

purposes, and would be similar to security lighting present at the Oroville Municipal Airport. DU<br />

Guideline 2.1 in the Clay Pit SVRA General Plan includes measures that would minimize potential<br />

light pollution. Exterior lighting would be restricted to entry and exit areas, light would be<br />

directed downward, and the height of parking lot lighting (if any) would be restricted. Sodium<br />

vapor lighting would not be permissible.<br />

Headquarters facilities would not require a substantial use of reflective surfaces, such as windows<br />

or tin roofs. In addition, Clay Pit SVRA General Plan DU Guideline 2.2 requires that facilities be<br />

constructed without the use of highly polished or reflective materials (e.g., reflective windows).<br />

Because nighttime security lighting at the headquarters facilities would be designed to avoid light<br />

pollution, and because these facilities would be constructed without the use of highly polished or<br />

reflective materials, light or glare from the headquarters facilities would not adversely affect<br />

daytime or nighttime views in the area. This impact would be less than significant.<br />

Mitigation Measures: No mitigation is required.<br />

3.4.5 Summary of Significant <strong>Impact</strong>s<br />

Adoption of the Clay Pit SVRA General Plan and implementation of resulting actions would not<br />

result in significant impacts on visual resources. Construction of the headquarters facilities would<br />

also not result in significant impacts on visual resources.<br />
