3.1 Transportation and Traffic<br />

General Plan <strong>Impact</strong> Analysis<br />

Existing Plus Project Scenario<br />

This subsection includes an analysis of projected traffic operations following implementation of<br />

the General Plan, including construction and operation of the headquarters facilities, without the<br />

estimated 2% population growth, which would occur with or without implementation of the<br />

General Plan. This scenario is theoretical because actual conditions are expected to include a 2%<br />

population growth and a resulting increase in visitors to Clay Pit SVRA. This scenario is used for<br />

analysis purposes to consider traffic impacts related only to SVRA improvements envisioned in<br />

the General Plan. These projected traffic conditions are analyzed relative to existing background<br />

traffic within the study area. Figures 3.1‐6 and 3.1‐7 display these Existing Plus Project traffic<br />

volumes.<br />

IMPACT<br />

Increases to Peak-Hour and Daily Traffic Volumes under Existing Plus Project Conditions<br />

Tables 3.1‐9 and 3.1‐10 present the projected intersection and roadway LOS under Existing Plus<br />

Project conditions. Traffic generated by implementing the General Plan is projected to have a very<br />

minor effect on operations at the study intersections and roadways during either the weekday or<br />

Saturday peak hours. Satisfactory LOS C or better operations are projected to continue at each of<br />

the study intersections and roadways. The stop‐sign controlled intersections in the study area are<br />

projected to continue to operate satisfactorily, and adding traffic signals to the intersections is not<br />

projected to be warranted.<br />

Because projected intersection and roadway LOS remain below specified LOS thresholds,<br />

projected traffic impacts on study area intersections and roadway segments would be less than<br />

significant.<br />

Mitigation Measures: No mitigation is required.<br />

Increases to Peak-Hour and Daily Traffic Volumes during Special Events<br />

Special events are anticipated at Clay Pit SVRA following implementation of the General Plan and<br />

may include events such as motocross or ATV races and four‐wheel‐drive vehicle competitions.<br />

Observations of other similar SVRAs with existing developed OHV facilities were used to quantify<br />

the number of visitors estimated at special events at Clay Pit SVRA (General Plan Appendix C).<br />

These estimates indicate that vehicular volumes would be similar in magnitude to those on a<br />

typical peak Saturday (Table 3.1‐6), as analyzed in this section. Therefore, further quantitative<br />

analysis of special event traffic at Clay Pit SVRA has not been conducted.<br />
