3.0 <strong>Environmental</strong> Analysis<br />

Other regional planning documents relevant to planning efforts at the Clay Pit SVRA (e.g. the Butte<br />

County General Plan) have used year 2030 as the end of their planning horizon, so year 2030 was<br />

also selected for analysis purposes in this DEIR. Using a 2030 planning horizon assumes that the<br />

Clay Pit SVRA General Plan would have a lifespan of approximately 20 years, which is a typical<br />

lifespan for a general plan.<br />

The structure of each environmental issue analysis is similar, starting with a discussion of the<br />

existing environmental setting, followed by a programmatic discussion of potentially significant<br />

adverse effects resulting from implementation of the Clay Pit SVRA General Plan, followed by an<br />

assessment of project‐level impacts specific to the headquarters facilities, where applicable.<br />

Each issue analysis includes the following sections:<br />

Existing Setting: This section describes the existing condition of the environmental issue<br />

being analyzed.<br />

Regulatory Setting: This section describes the applicable federal, state, regional and local<br />

regulations related to the environmental issue being analyzed.<br />

Thresholds of Significance: Thresholds for analysis are independently determined by<br />

considering the regional context and the setting. This section presents the guidelines used<br />

to identify how an impact is to be judged for each issue area in this EIR specific to Clay Pit<br />

SVRA.<br />

<strong>Environmental</strong> Evaluation: This section presents the analysis of each specific<br />

environmental issue area and identifies any potentially significant environmental impacts<br />

that would result or explains why an impact would not occur.<br />

Summary of Significant <strong>Impact</strong>s: Potentially significant impacts identified in the<br />

<strong>Environmental</strong> Evaluation are summarized in this section.<br />

Mitigation Measures: This section identifies mitigation measures that would be required<br />

to mitigate each impact found to be significant.<br />
