2.0 Project Description<br />

The OHMVR Division is required to manage SVRAs in accordance with management standards<br />

established for the OHMVR Program (PRC Sections 5090.2, 5090.35, and 5090.53). These<br />

management standards include soil conservation and resource management protocols (State<br />

Parks 2008).<br />

In 1981, State Parks entered into an agreement with DFG and the <strong>California</strong> Department of Water<br />

Resources (DWR), the landowners, to take possession of the Clay Pit site, previously known as “the<br />

impervious materials borrow area at Oroville Division.” The Agreement for Transfer to Department<br />

of Parks and Recreation of the Impervious Materials Borrow Area at Oroville Division was signed on<br />

January 22, 1981. The agreement gave State Parks the right to plan, develop, and administer real<br />

and personal property for the site as an OHV park. DWR retains the right to inundate the site or<br />

remove additional borrow material if necessary for the Oroville Division of the State Water Project<br />

(Oroville Dam); however, to date, DWR has not exercised these rights nor expressed an interest in<br />

exercising these rights.<br />

2.3 Project Objectives<br />

Project objectives are used to develop and evaluate a range of alternatives to the proposed project.<br />

A description of the project objectives is required by Section 15124 of the State CEQA Guidelines.<br />

2.3.1 Mission Statements<br />

The mission of the <strong>California</strong> Department of Parks and Recreation is to provide for the health,<br />

inspiration and education of the people of <strong>California</strong> by helping to preserve the state's<br />

extraordinary biological diversity, protecting its most valued natural and cultural resources, and<br />

creating opportunities for high‐quality outdoor recreation.<br />

<strong>Off</strong>-<strong>Highway</strong> Motor <strong>Vehicle</strong> Recreation Division Mission Statement<br />

The mission of the OHMVR Division is to provide leadership statewide in the area of OHV<br />

recreation; to acquire, develop, and operate SVRAs; and to otherwise provide for a statewide<br />

system of managed OHV recreational opportunities through funding to other public agencies. The<br />

OHMVR Division also aims to ensure that quality recreational opportunities remain available for<br />

future generations by providing for education, conservation, and enforcement efforts that balance<br />

OHV recreation impacts with programs that conserve and protect cultural and natural resources.<br />

2.3.2 General Plan Objectives<br />

The objectives of the Clay Pit SVRA General Plan are as follows:<br />

Plan orderly implementation of long‐term capital improvements, including the<br />

headquarters facilities and entrance areas in Clay Pit SVRA.<br />
