3.2 Air Quality<br />

Because potential criteria pollutant emission impacts, TAC impacts, odor impacts, and localized<br />

concentrations of carbon monoxide impacts related to operations would be less than significant,<br />

<strong>Impact</strong> 3.2­2, “Potential Air Quality Pollution <strong>Impact</strong>s Related to Operational Emissions,”<br />

would be less than significant.<br />

Mitigation Measures: No mitigation is required.<br />

Headquarters Facilities <strong>Impact</strong> Analysis<br />

The impact analyses described above under “General Plan <strong>Impact</strong> Analysis” address potential<br />

impacts related to all aspects of the General Plan, including constructing and operating the<br />

headquarters facilities. The following analysis addresses potential impacts specific to the<br />

construction or operation of the headquarters facilities alone. These potential impacts are<br />

different from (e.g., less than) the potential impacts described above which could be caused by<br />

implementing the rest of the General Plan elements.<br />

Potential Air Quality Pollution Related to Construction and Operation of the Headquarters<br />

Facilities<br />

As shown in Table 3.2‐5 above, maximum daily emissions that would occur at Clay Pit SVRA<br />

during the first year of construction (associated with construction of the headquarters facilities)<br />

would not exceed Butte County AQMD thresholds. Therefore, criteria pollutant impacts associated<br />

with the construction of the headquarters facilities would be less than significant.<br />

The criteria pollutant emissions associated with operation of the headquarters facilities at Clay Pit<br />

SVRA would be limited to the use of propane on‐site. The propane tank is expected to have<br />

residential capacity (250 gallons) and would be used solely for heating and cooking, which would<br />

produce an insubstantial amount of emissions. These emissions are included as part of the overall<br />

project’s less‐than‐significant emissions shown in Table 3.2‐6 above. No propane would be<br />

dispensed commercially at the site; thus, no permitting from Butte County AQMD would be<br />

required. Criteria pollutant impacts related to the use of this propane tank would be less than<br />

significant.<br />

Mitigation Measures: No mitigation is required.<br />

3.2.5 Summary of Significant <strong>Impact</strong>s<br />

Adoption of the General Plan and implementation of resulting actions would not result in<br />

significant air quality impacts. Construction of the headquarters facilities would also not result in<br />

significant air quality impacts.<br />
