4.0 Cumulative Analysis<br />

4.3.1 Regional Growth Projections<br />
Clay Pit SVRA is located within unincorporated Butte County. As determined through visitor<br />
surveys, visitors to the SVRA are primarily from the local area (less than 50 miles). Implementing<br />
the General Plan, including constructing and operating the headquarters facilities, would enhance<br />
recreational opportunities for the surrounding community. Butte County is expected to experience<br />
population growth as shown in Table 4‐2.<br />

This type of regional and local growth has the potential to result in numerous environmental<br />
issues such as traffic congestion, air quality degradation, biological habitat loss, water quality<br />
degradation, and other environmental changes. This cumulative analysis considers the regional<br />
growth trends and the specific projects discussed below.<br />
4.3.2 List of Cumulative Projects in the Vicinity<br />
Information on past, present, and reasonably foreseeable future projects and on identified project<br />
impacts were gathered from Butte County, the City of Oroville, and the <strong>California</strong> Department of<br />
Transportation through review of available environmental documentation and consultation with<br />
planning staff (conducted January 2011). Table 4‐3 shows a summary of project information and<br />
identified project impacts for these projects. Figure 4‐1 shows the locations of the cumulative<br />
projects.<br />
4.4 Cumulative <strong>Impact</strong> Analysis<br />
As described in Section 4.2 and Table 4‐1, the cumulative scenario under each environmental<br />
discipline differs depending on the potential area of effect. For example, the cumulative analysis<br />
for regional air quality considers impacts within the entire air basin because air quality impacts<br />
occur on a regional or basin‐level scale, while the cumulative analysis for archaeology is limited to<br />
a local scale because the ground‐disturbing activities would be local. The cumulative setting,<br />
limitations, and analysis for each discipline are discussed as appropriate below.<br />
