126<strong>World</strong> Agr<strong>of</strong>orestry <strong>in</strong>to the Future• Conduct measurements <strong>in</strong> different agroecologicalzones and establish the role <strong>of</strong>agr<strong>of</strong>orestry <strong>in</strong> mitigation and adaptation.Environmental governance:policies to harmonizeenvironmental stewardshipand rural developmentProblems and <strong>challenge</strong>s <strong>in</strong>environmental governanceAgr<strong>of</strong>orestry is a cross-cutt<strong>in</strong>g and <strong>in</strong>tegrativeland use. This means that it is affectedby a wide variety <strong>of</strong> sectoral policies, especiallythose regard<strong>in</strong>g forestry, land, water,agriculture and environment. It also meansthat it can be challeng<strong>in</strong>g to l<strong>in</strong>k agr<strong>of</strong>orestrywith processes for plann<strong>in</strong>g andf<strong>in</strong>anc<strong>in</strong>g <strong>of</strong> rural development and povertyalleviation.Better analytical tools are needed for environmentalgovernance. This <strong>in</strong>cludes toolsthat assist with understand<strong>in</strong>g and strengthen<strong>in</strong>gcollective action and property systemsat multiple scales. It also <strong>in</strong>cludestools that clarify the l<strong>in</strong>ks between environmentalservices, governance and servicereward themes.It is important to recognize that environmentalgovernance <strong>in</strong>corporates formalgovernment structures as well as locallybased and community-based natural resourcemanagement systems.Major roles for ICRAF <strong>in</strong> environmentalgovernanceICRAF must play a lead<strong>in</strong>g role <strong>in</strong> show<strong>in</strong>ghow agr<strong>of</strong>orestry is affected by sectoralpolicies and regulatory frameworks. <strong>The</strong>Centre can take the lead <strong>in</strong> promot<strong>in</strong>g<strong>in</strong>tegrative approaches, for example <strong>in</strong>the way that we engage with <strong>in</strong>vestors <strong>in</strong>agr<strong>of</strong>orestry. Furthermore, it can help governmentsto cut through the complexity<strong>of</strong> environmental governance by foster<strong>in</strong>gpr<strong>in</strong>ciple-based and evidence-based environmentalmanagement at multiple scales.ICRAF should cont<strong>in</strong>ue to catalyse importantpartnerships that create l<strong>in</strong>ks acrossagriculture, the environment, forestry andgovernance [for example, by l<strong>in</strong>k<strong>in</strong>g withthe environmental service and governanceprogrammes <strong>of</strong> the Center for InternationalForestry Research (CIFOR)].Priority outputs for ICRAF for thenext 10 years <strong>in</strong> environmentalgovernance:• Gather a critical mass <strong>of</strong> national andregional expertise <strong>in</strong> effective methodsfor multistakeholder assessment andnegotiation support.• Empower vulnerable groups <strong>of</strong> <strong>in</strong>digenouspeople who rely on agr<strong>of</strong>orestry bygiv<strong>in</strong>g them more secure property rights.• Develop, test and dissem<strong>in</strong>ate policyand <strong>in</strong>stitutional options for promot<strong>in</strong>gthe role <strong>of</strong> agr<strong>of</strong>orestry <strong>in</strong> enhanc<strong>in</strong>g thelivelihoods <strong>of</strong> smallholder farmers, whileat the same time meet<strong>in</strong>g environmentalobjectives.• Encourage governments <strong>in</strong> prioritycountries to enact changes <strong>in</strong> environmentalgovernance that recognize themultifunctional nature <strong>of</strong> landscapes.• Contribute to the modification <strong>of</strong> <strong>in</strong>ternationaland regional conventions,agreements and action plans to helpsmallholder farmers practise agr<strong>of</strong>orestry.
