This means that it is affectedby a wide variety of sectoral policies, especiallythose regarding forestry, land, water,agriculture and environment. It also meansthat it can be challenging to link agroforestrywith processes for planning andfinancing of rural development and povertyalleviation.Better analytical tools are needed for environmentalgovernance. This includes toolsthat assist with understanding and strengtheningcollective action and property systemsat multiple scales. It also includestools that clarify the links between environmentalservices, governance and servicereward themes.It is important to recognize that environmentalgovernance incorporates formalgovernment structures as well as locallybased and community-based natural resourcemanagement systems.Major roles for ICRAF in environmentalgovernanceICRAF must play a leading role in showinghow agroforestry is affected by sectoralpolicies and regulatory frameworks. TheCentre can take the lead in promotingintegrative approaches, for example inthe way that we engage with investors inagroforestry. Furthermore, it can help governmentsto cut through the complexityof environmental governance by fosteringprinciple-based and evidence-based environmentalmanagement at multiple scales.ICRAF should continue to catalyse importantpartnerships that create links acrossagriculture, the environment, forestry andgovernance [for example, by linking withthe environmental service and governanceprogrammes of the Center for InternationalForestry Research (CIFOR)].Priority outputs for ICRAF for thenext 10 years in environmentalgovernance:• Gather a critical mass of national andregional expertise in effective methodsfor multistakeholder assessment andnegotiation support.• Empower vulnerable groups of indigenouspeople who rely on agroforestry bygiving them more secure property rights.• Develop, test and disseminate policyand institutional options for promotingthe role of agroforestry in enhancing thelivelihoods of smallholder farmers, whileat the same time meeting environmentalobjectives.• Encourage governments in prioritycountries to enact changes in environmentalgovernance that recognize themultifunctional nature of landscapes.• Contribute to the modification of internationaland regional conventions,agreements and action plans to helpsmallholder farmers practise agroforestry.
