Various centres with<strong>in</strong> the Consultative Group for International Agricultural Research(CGIAR) have been develop<strong>in</strong>g electronic learn<strong>in</strong>g materials for use on the Internet, such as on-l<strong>in</strong>eshort courses, CD-ROMs, on-l<strong>in</strong>e communities and collaborative sites. <strong>The</strong> centres have also developedvirtual university courses for longer-term tra<strong>in</strong><strong>in</strong>g. <strong>The</strong> CGIAR centres collaborate with nationaland regional partners <strong>in</strong> develop<strong>in</strong>g and us<strong>in</strong>g these e-learn<strong>in</strong>g materials. <strong>The</strong> centres are also creat<strong>in</strong>ga jo<strong>in</strong>t Learn<strong>in</strong>g Resources Centre. This will gather and coord<strong>in</strong>ate learn<strong>in</strong>g materials based on ongo<strong>in</strong>gresearch from contribut<strong>in</strong>g CGIAR centres, especially material with cross-discipl<strong>in</strong>ary applicability,such as statistical analyses or scientific writ<strong>in</strong>g. <strong>The</strong>se materials will be adapted for a broad range<strong>of</strong> applications, and will be presented <strong>in</strong> different media and levels <strong>of</strong> <strong>in</strong>teraction, depend<strong>in</strong>g on localcircumstances and the context <strong>of</strong> learn<strong>in</strong>g goals.IntroductionAgricultural research and development (R&D) <strong>in</strong>stitutions<strong>in</strong> develop<strong>in</strong>g countries <strong>of</strong>ten have problemskeep<strong>in</strong>g up-to-date with advances <strong>in</strong> <strong>in</strong>ternationalscience and technology. Members <strong>of</strong> the ConsultativeGroup on International Agricultural Research (CGIAR)are work<strong>in</strong>g with many national <strong>in</strong>stitutions to helpthem improve <strong>in</strong> this area. For countries with few scientistsand weak <strong>in</strong>stitutions, the CGIAR may help directlyby organiz<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programmes or provid<strong>in</strong>gmaterials and resources; while <strong>in</strong> countries with manycompetent scientists and well-function<strong>in</strong>g <strong>in</strong>stitutions,they adopt a collaborative and partnership approachthrough network<strong>in</strong>g and shar<strong>in</strong>g knowledge.<strong>The</strong> tra<strong>in</strong><strong>in</strong>g and education materials developed by theCGIAR are <strong>in</strong> great demand and are reach<strong>in</strong>g audiencesfar beyond the participants <strong>of</strong> <strong>in</strong>-house tra<strong>in</strong><strong>in</strong>gevents. <strong>The</strong> materials can be translated and adapted tomeet the needs <strong>of</strong> specific audiences <strong>in</strong> regional sett<strong>in</strong>gs,but they need to be produced <strong>in</strong> partnership withnational <strong>in</strong>stitutions to ensure ownership.Face-to-face-based learn<strong>in</strong>g tends to be costly, particularlybecause <strong>of</strong> travel and accommodation expenses.Advances <strong>in</strong> <strong>in</strong>formation and communication technology(ICT) mean widely scattered audiences can now f<strong>in</strong>dout about recent developments <strong>in</strong> agricultural R&D andnatural resource management.
