148<strong>World</strong> Agr<strong>of</strong>orestry <strong>in</strong>to the Futureand evaluation) and <strong>in</strong>tegrate traditionalknowledge (Olsson 1996; Thulstrup 1996).This contributes to build<strong>in</strong>g capacity for theapplication <strong>of</strong> research f<strong>in</strong>d<strong>in</strong>gs.Capacity build<strong>in</strong>g has three major components:• strengthen<strong>in</strong>g <strong>in</strong>stitutions (legal andpolicy framework, support mechanisms,conducive environment);• creat<strong>in</strong>g <strong>in</strong>dividual competence andstrengthen<strong>in</strong>g a critical mass <strong>of</strong> humanresources that is capable <strong>of</strong> plann<strong>in</strong>gand implement<strong>in</strong>g agr<strong>of</strong>orestry researchprojects to address the national agenda;and• develop<strong>in</strong>g <strong>in</strong>frastructure (researchequipment, build<strong>in</strong>gs, facilities).Temu (2003 unpublished) gives a rich illustration<strong>of</strong> the key components <strong>of</strong> capacitybuild<strong>in</strong>g. <strong>The</strong>se <strong>in</strong>clude enabl<strong>in</strong>g policies,credible strategies and programmes, physical<strong>in</strong>frastructure, human resource capacity,f<strong>in</strong>ancial resources, <strong>in</strong>stitutional power andvoice, and networks or l<strong>in</strong>ks with peers,clients and stakeholders (Figure 1).Mechanisms for capacity build<strong>in</strong>g<strong>The</strong> pool<strong>in</strong>g <strong>of</strong> resources through network<strong>in</strong>gis an essential element <strong>of</strong> anyresearch capacity build<strong>in</strong>g project (Ow<strong>in</strong>o1994). Network<strong>in</strong>g can reduce the feel<strong>in</strong>g<strong>of</strong> isolation and build critical masses<strong>of</strong> scientists with<strong>in</strong> specialty groups <strong>in</strong> avirtual environment.
