Chapter 20Strengthen<strong>in</strong>g Institutions:Work<strong>in</strong>g Group ReportStrengthen<strong>in</strong>g capacity for scal<strong>in</strong>g upagr<strong>of</strong>orestry technologiesGoalTo create a high level <strong>of</strong> awareness <strong>of</strong> the bene<strong>fit</strong>s <strong>of</strong>agr<strong>of</strong>orestry among stakeholders. This will encourageagr<strong>of</strong>orestry development projects and contribute towider rural development.Strategic issues<strong>The</strong> <strong>World</strong> Agr<strong>of</strong>orestry Centre needs to def<strong>in</strong>e its visionand strategy for scal<strong>in</strong>g up and its role <strong>in</strong> relationto those <strong>of</strong> its partners. Successful scal<strong>in</strong>g up means improv<strong>in</strong>gthe quality and quantity <strong>of</strong> learn<strong>in</strong>g resourcesavailable to extension staff. Tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the areas <strong>of</strong> policy,management, markets, biotechnology, land degradationand <strong>in</strong>digenous fruits should also be enhanced.Develop<strong>in</strong>g support networks and a mechanism toupdate knowledge on natural resource managementshould enhance the l<strong>in</strong>ks between research, educationand extension. It is therefore important to conduct aneeds assessment for tra<strong>in</strong><strong>in</strong>g at this level, and to establishbasel<strong>in</strong>es for impact. Another crucial issue is toidentify partners who can contribute to scal<strong>in</strong>g up.New approaches and opportunitiesNew approaches to capacity build<strong>in</strong>g should make use <strong>of</strong>:• people-centred and site-specific approaches to susta<strong>in</strong>ablerural development;• national agr<strong>of</strong>orestry centres <strong>of</strong> excellence, <strong>in</strong>clud<strong>in</strong>gnational agr<strong>of</strong>orestry tra<strong>in</strong><strong>in</strong>g teams;• <strong>in</strong>formation and communication technology (ICT)for natural resources management programmes;• national agr<strong>of</strong>orestry dissem<strong>in</strong>ation centres;• farmer extension skills;• network<strong>in</strong>g between <strong>in</strong>stitutions and communitybasedorganizations; and• sem<strong>in</strong>ars and demonstration plots.<strong>The</strong>re is a trend for many develop<strong>in</strong>g countries to decentralizegovernment adm<strong>in</strong>istration and create grassrootsownership <strong>of</strong> the development process through bas<strong>in</strong>gresearch on local needs. Furthermore, natural resourcesand agricultural policies are be<strong>in</strong>g reviewed to <strong>in</strong>cludeagr<strong>of</strong>orestry. <strong>The</strong>se developments provide opportunitiesfor strengthen<strong>in</strong>g the role <strong>of</strong> local communities <strong>in</strong> policyand strategy formulation, which will help <strong>in</strong> the scal<strong>in</strong>gup and out <strong>of</strong> agr<strong>of</strong>orestry <strong>in</strong>novations. <strong>The</strong> Centreshould tap <strong>in</strong>to the potential <strong>of</strong> exist<strong>in</strong>g regional andnational education networks and forge l<strong>in</strong>ks with suchregional bodies as the Forum for Agricultural Research <strong>in</strong>Africa (FARA) and its sub-regional organizations.Constra<strong>in</strong>tsIn many national <strong>in</strong>stitutions, the <strong>in</strong>frastructure to supportagr<strong>of</strong>orestry is not well established. Agr<strong>of</strong>orestryis <strong>of</strong>ten handled with<strong>in</strong> forestry or classified under‘agriculture’ and, <strong>in</strong> many cases, it appears <strong>in</strong> bothdiscipl<strong>in</strong>es. Whatever the <strong>in</strong>stitutional arrangementsadopted by different countries, the key issue is theneed for better coord<strong>in</strong>ation <strong>of</strong> agr<strong>of</strong>orestry research,education and development. <strong>The</strong> sectoral orientation<strong>of</strong> national agricultural development programmes hasnot helped matters. Thus, <strong>in</strong> build<strong>in</strong>g agr<strong>of</strong>orestry capacity,the Centre should pay attention to aspects <strong>of</strong><strong>in</strong>stitutionalization.
