136<strong>World</strong> Agr<strong>of</strong>orestry <strong>in</strong>to the FutureAfrican Network for Agr<strong>of</strong>orestry Education(ANAFE) was established by African collegesand universities teach<strong>in</strong>g agricultureand natural resource sciences, and <strong>in</strong> 1999Southeast Asian colleges and <strong>in</strong>stitutionsfollowed suit by establish<strong>in</strong>g the SoutheastAsian Network for Agr<strong>of</strong>orestry Education(SEANAFE; Temu 2003). At that time, these<strong>in</strong>stitutions were not <strong>of</strong>fer<strong>in</strong>g courses orprogrammes <strong>in</strong> agr<strong>of</strong>orestry, and agr<strong>of</strong>orestrywas not part <strong>of</strong> the curriculum. However,they realized that agr<strong>of</strong>orestry has a criticalrole to play <strong>in</strong> agriculture and natural resourcemanagement (NRM), and their leaders– <strong>in</strong>clud<strong>in</strong>g vice-chancellors, deans <strong>of</strong>faculties and chairpersons <strong>of</strong> departments– decided to revise curricula to <strong>in</strong>clude it.ANAFE and SEANAFE’s objectives <strong>in</strong>cludestrengthen<strong>in</strong>g agr<strong>of</strong>orestry and NRM educationat African and Southeast Asian universitiesand colleges; l<strong>in</strong>k<strong>in</strong>g education withresearch and extension; improv<strong>in</strong>g availabilityand access to multidiscipl<strong>in</strong>ary land-useeducation; creat<strong>in</strong>g awareness among policymakers <strong>of</strong> the role <strong>of</strong> agr<strong>of</strong>orestry and NRM;enhanc<strong>in</strong>g the availability and quality <strong>of</strong>teach<strong>in</strong>g, which <strong>in</strong>cludes human resources,teach<strong>in</strong>g material and facilities; and l<strong>in</strong>k<strong>in</strong>g<strong>in</strong>stitutional teach<strong>in</strong>g and land-use educationthrough network<strong>in</strong>g. <strong>The</strong>se organizationstarget higher educational <strong>in</strong>stitutions<strong>in</strong>clud<strong>in</strong>g universities, colleges and research<strong>in</strong>stitutions as well as secondary and primaryschools, local farmers and farm<strong>in</strong>gcommunities, and policy makers.S<strong>in</strong>ce their foundation, ANAFE and SEAN-AFE have become <strong>in</strong>creas<strong>in</strong>gly effectiveas agents for advanc<strong>in</strong>g <strong>in</strong>tegrated naturalresource management (INRM) education<strong>in</strong> Africa and Southeast Asia, and are alsostrategic vehicles for shar<strong>in</strong>g agr<strong>of</strong>orestryand NRM knowledge. As one <strong>of</strong> its firsttasks, ANAFE undertook a study <strong>of</strong> thecurrent educational technologies <strong>of</strong>fered byits members and came up with a strategyto improve teach<strong>in</strong>g and learn<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>gapplication <strong>of</strong> modern <strong>in</strong>formationand communication technologies (ICTs).As a result, both ANAFE and SEANAFEhave strengthened tra<strong>in</strong><strong>in</strong>g <strong>of</strong> tra<strong>in</strong>ers,development <strong>of</strong> teach<strong>in</strong>g materials andtra<strong>in</strong><strong>in</strong>g facilities. Now, the academicweight <strong>of</strong> agr<strong>of</strong>orestry ranges from merelyfeatur<strong>in</strong>g as a topic <strong>in</strong> a course to be<strong>in</strong>g afull programme at diploma, undergraduateand postgraduate levels. <strong>The</strong> sheernumber <strong>of</strong> workshops and meet<strong>in</strong>gs heldon the subject have led to policy issues onagr<strong>of</strong>orestry be<strong>in</strong>g implemented <strong>in</strong> many<strong>in</strong>stitutions. All universities <strong>of</strong>fer<strong>in</strong>g postgraduateprogrammes <strong>in</strong> agr<strong>of</strong>orestry arebe<strong>in</strong>g monitored, and the networks assist <strong>in</strong>programme and content design to ensurequality capacity build<strong>in</strong>g.Why educate <strong>in</strong> agr<strong>of</strong>orestry?Agricultural production <strong>in</strong> some areas <strong>of</strong>Africa and Asia is <strong>in</strong> decl<strong>in</strong>e, lead<strong>in</strong>g t<strong>of</strong>ood <strong>in</strong>security, <strong>in</strong>creased poverty, malnutritionand poor health. <strong>The</strong> Green Revolutionemphasized monocropp<strong>in</strong>g and reliedon the use <strong>of</strong> mach<strong>in</strong>ery and syntheticchemicals; completely neglect<strong>in</strong>g the concept<strong>of</strong> smallholder farm<strong>in</strong>g. In many parts<strong>of</strong> the world, this led to natural resourcesbe<strong>in</strong>g destroyed and land degraded, result<strong>in</strong>g<strong>in</strong> environmental problems anda decrease, rather than the <strong>in</strong>tended <strong>in</strong>crease,<strong>in</strong> crop yields and other agriculturalactivities. Soil fertility still decl<strong>in</strong>es <strong>in</strong>many countries therefore agr<strong>of</strong>orestry isan important tool for rural farmers to use<strong>in</strong> successful agricultural production andland conservation. Prior to the formation<strong>of</strong> ANAFE and SEANAFE, it was clear thatfarmers were not maximiz<strong>in</strong>g the opportunitiesfor agr<strong>of</strong>orestry. INRM is criticalfor successful agricultural production. Furthermore,agr<strong>of</strong>orestry products need to bemarketed, and hence product process<strong>in</strong>gand add<strong>in</strong>g value are also critical steps <strong>in</strong>the process. It was therefore essential to <strong>in</strong>cludeagr<strong>of</strong>orestry education at certificate,diploma, undergraduate, masters and Ph.D.levels, and for farmers, extension/developmentworkers and policy makers to beaware <strong>of</strong> it.AchievementsBoth ANAFE and SEANAFE are active <strong>in</strong>agr<strong>of</strong>orestry capacity build<strong>in</strong>g <strong>in</strong> Africanand Southeast Asian educational <strong>in</strong>stitutions,and <strong>in</strong> rais<strong>in</strong>g awareness among policymakers, extension staff and farmers, andat community levels. <strong>The</strong> number <strong>of</strong> <strong>in</strong>stitutionsteach<strong>in</strong>g agr<strong>of</strong>orestry at various levelsis <strong>in</strong>creas<strong>in</strong>g. Currently 123 universitiesand colleges <strong>in</strong> 35 countries under ANAFE,and 76 <strong>in</strong>stitutions <strong>in</strong> five countries underSEANAFE are <strong>of</strong>fer<strong>in</strong>g agr<strong>of</strong>orestry courses(ICRAF 2003). ANAFE and SEANAFE havehad many notable achievements, <strong>in</strong>clud<strong>in</strong>gtra<strong>in</strong><strong>in</strong>g <strong>of</strong> tra<strong>in</strong>ers on how to develop extensionmaterials, curricula development,preparation <strong>of</strong> agr<strong>of</strong>orestry teach<strong>in</strong>g materialsfor universities and colleges, establishment<strong>of</strong> demonstration plots at teach<strong>in</strong>g<strong>in</strong>stitutions and on farms, agr<strong>of</strong>orestrytheses at the B.Sc. and postgraduate levels,and provision to the <strong>in</strong>stitutions <strong>of</strong> agr<strong>of</strong>orestrypublications. ANAFE and SEANAFEhave both produced newsletters to share<strong>in</strong>formation on agr<strong>of</strong>orestry education andnetwork<strong>in</strong>g.Tra<strong>in</strong><strong>in</strong>g <strong>of</strong> tra<strong>in</strong>ersVarious tra<strong>in</strong><strong>in</strong>g-<strong>of</strong>-tra<strong>in</strong>er courses andworkshops have been conducted byANAFE and SEANAFE <strong>in</strong> different countriesand <strong>in</strong>stitutions, result<strong>in</strong>g <strong>in</strong> about 300
