Regulatoryapproaches to environmental management are gradually be<strong>in</strong>g augmented by <strong>in</strong>centive- and marketbasedapproaches. Private organizations and firms are becom<strong>in</strong>g more <strong>in</strong>volved <strong>in</strong> the provision <strong>of</strong> suchenvironmental goods as water, energy and timber, and environmental services like conservation andwatershed protection. Forest conservation is no longer seen as the only appropriate means to achieveenvironmental conservationm, nor is afforestation seen as the only way to reverse environmental damage.Integrated approaches to ecosystem and landscape management, which <strong>in</strong>clude local residents asimportant partners, are be<strong>in</strong>g given more emphasis. <strong>The</strong>se trends are creat<strong>in</strong>g new opportunities andconstra<strong>in</strong>ts for agr<strong>of</strong>orestry. While there are very few pieces <strong>of</strong> legislation or rural <strong>in</strong>stitutions that focussolely on agr<strong>of</strong>orestry, there are many laws and rural <strong>in</strong>stitutions that shape farmers’ <strong>in</strong>centives to plantand manage trees <strong>in</strong> their agricultural landscapes. This chapter reviews the five policy issues that havegreatest impact on agr<strong>of</strong>orestry: land and tree tenure, forest classification, biodiversity and forest conservation,environmental service reward mechanisms, and global environmental governance. Targetedapplied research and engagement <strong>in</strong> local policy processes <strong>in</strong>creases the beneficial impacts <strong>of</strong> agr<strong>of</strong>orestrydevelopment with<strong>in</strong> local policy terra<strong>in</strong>s and contributes to policy reform at the national andglobal levels.IntroductionEnvironmental governance – <strong>in</strong>clud<strong>in</strong>g all policies and<strong>in</strong>stitutions affect<strong>in</strong>g the state <strong>of</strong> the environment – is<strong>in</strong> a state <strong>of</strong> change throughout the develop<strong>in</strong>g world,with significant consequences for on-farm tree plant<strong>in</strong>gand management.
