There were respondents in our sample who hadbeen waiting ten years.During the second phase <strong>of</strong> the migration trajectory the probability <strong>of</strong> anunforeseen event with a large income shock for the migrant is high. Aninsurance event must involve a degree <strong>of</strong> unpredictability; if one couldknow exactly if and when the event will occur, then one could make thenecessary plans and not need to rely on mutual insurance arrangements.An insurance event must also involve a substantial financial cost otherwisepeople would be able to pay for the events on their own (Dercon 2000).Table 3 shows the kinds <strong>of</strong> shocks that can be experienced during thesecond phase <strong>of</strong> a migration trajectory.Table 3. First, one does not have the certainty that they will occur.For example, some people are lucky and are never caught by police evenif they do not have a staying permit. Secondly, migration policy in theNetherlands and in Europe has changed quite dramatically and frequentlyover the past fifteen years, becoming increasingly stringent towardsmigrants. This made it so that a potential migrant may have gotten outdatedinformation about the ease <strong>of</strong> obtaining <strong>document</strong>s in the Netherlands thatwas no longer valid once the migrant arrived in the Netherlands.81
