step, Chouraqui knew to extract for himself the title of “Advisor for theIntegration of Exiles”. Every prime minister has tens of advisors in everyfield, and it could not be otherwise. Ben-Gurion was also advised by tensof people in various matters, but all of the prime minister’s advisorsremained anonymous, and not one of them received the official title“advisor”, except for Professor Chouraqui. It is possible to imagine,however, that the initiative for the granting of this title came not from Ben-Gurion, but from the ambitious advisor himself, Professor Chouraqui. Ashe relied upon his status as advisor, Chouraqui chose to advance one morestep. He announced that it is not enough to just write memos and that theimportant thing is implementation, that to this end a special ministry shouldbe established, the Ministry for the Integration of Exiles, at whose headnone other than Chouraqui himself will sit. According to plan, this office isnot destined to be dedicated to actual implementation – for theimplementation is to be done through various other offices, each one ofwhich takes care of its own matters in the population, and therefore, also inthe matter of the famous integration – but to be the office that coordinatesthe activities of the other offices and gives them instructions for eachmatter that is related to integration. In other words: <strong>The</strong> office ofProfessor Chouraqui is designed to be an office for other offices, the headoffice, whose approval is needed for almost everything, for there is hardlyanything in the State of Israel that is not related to the absorption ofimmigrants and their integration. However, this position of head office wasalready allocated, within the government of Israel, to another department,the office of the prime minister. For the prime minister is the leadingofficial, and it is his duty to oversee all government activities. This customis kept within every government that has a tradition. In the State of Israel,this custom has not yet taken root, because the State is still young, andbecause of the many coalitional divisions. But by law, the prime ministershould be the head official and his office should be the head office. ThusProfessor Chouraqui wished to usurp Ben-Gurion from his place, and toseize his position, as a first step toward the expulsion of the <strong>Ashkenazi</strong>mfrom the State of Israel. In taking this step, the ambitious advisor foiled hisown plans, and Ben-Gurion decided to expel him, if a bit too late. But theadvisor clung to the door handle and refused to leave, as he stated that he228
