Section 4 Health and Nutrition This section presents statistics on health expenditures and insurance coverage; medical personnel; hospitals; nursing homes and other care facilities; incidence of acute and chronic conditions; nutritional intake of the population; per capita food consumption; and Federal food programs. Summary statistics showing recent trends on health care and discussions of selected health issues are published annually by the U.S. National Center for Health Statistics (NCHS) in H ealth, U nited <strong>States</strong>. Data on national health expenditures, medical costs, and insurance coverage are compiled by the U.S. Health Care Financing Administration (HCFA), and appear in the H ealth Cam Financing R eview , issued quarterly. Statistics on health personnel and inpatient and outpatient facilities are collected by NCHS and are published in series 14 of Vital and Health Statistics. Statistics on hospitals are published annually by the American Hospital Association in H ospital Statistics. Primary sources for data on nutrition and Federal food programs are the quarterly N ational F ood R eview and the annual A g ricu ltu ra l S tatistics, both issued by the U.S. Department of Agriculture. In addition, NCHS conducts periodic surveys of nutrient levels in the population and clinical signs of malnutrition. National health expenditures.—Estimates of national health care expenditures are compiled by type of expenditure and source of funds by the HCFA. These estimates are drawn from a number of sources such as the American Hospital Association and the following Federal agencies: the Veterans Administration; the Department of Defense; the Internal Revenue Service; the Department of Commerce national income accounts in the Survey o f C urrent Business; the National Center lo r Health Statistics; the Social Security Administration; the Bureau of the Census in G overnment Finances; the National Institutes of Health; and HCFA itself. For details, see the section on “ Definitions, Concepts, and Sources of Data” in the annual report on national health expenditures published In the H ealth Care Financing Review. The general method for arriving at national private health expenditures is to estimate the to ta l national outlays (public and private) for each type of medical service or expenditure. From these outlays are then deducted the amounts paid to public and private hospitals, physicians in private practice, etc., under the various Federal, State, and local programs identified as components of total health expenditures. Since 1974, data on public (Federal, State, and local governmental) expenditures have been organized and reported under 10 broad categories of health programs: Health Insurance for the aged and disabled (Medicare); temporary disability insurance (medical benefits); workers’ compensation (medical benefits); public assistance, including Medicaid (medical vendor payments); general hospital and medical care; Defense Department hospital and medical care (including military dependents); maternal and child health services; other public health activities; veterans' hospital and medical care; and medical vocational rehabilitation. For several Federal health programs, the data are taken from Federal agencies’ budget submissions to the Office of Management and Budget (OMB). For the remainder, the data are supplied by various Federal, State, and local agencies. 99
