Regulatory bodies.—The ICC, created by the U.S. Congress to regulate transportation in interstate<br />

commerce, has jurisdiction over railroads, trucking companies, bus lines, freight forwarders,<br />

water carriers, coal slurry pipelines, and transportation brokers. The Federal Energy Regulatory<br />

Commission is responsible for setting rates and charges for transportation and sale of natural gas<br />

and for establishing rates or charges for transportation.<br />

Motor carriers.— For 1960-1973, class I for-hire motor carriers of freight were classified by the<br />

ICC as those with $1 million or more of gross annual operating revenue; since 1974, the class I<br />

minimum has been $3 million. Effective January 1,1980 class I revenue are those with $5 million or<br />

more. For 1960-1968, class I motor carriers of passengers were classified by the ICC as those with<br />

$200,000 or more of gross annual operating revenue; for 1969-1976, as those with revenues of $1<br />

million or more; and since 1977, as those with $3 million or more.<br />

Railroads.— Railroad companies reporting to the ICC are divided into specific groups as follows:<br />

(1) Regular line-haul (interstate) railroads (and their non-operating subsidiaries); (2) switching and<br />

terminal railroads; (3) private railroads prior to 1964 (identified by ICC as “circular" because they<br />

reported on brief circulars); and (4) unofficial railroads, so designated when their reports are received<br />

too late for tabulation. For the most part, the last 3 groups are not included in the statistics<br />

shown here.<br />

For years prior to 1978, class I railroads were those with annual revenues of $1 million or more<br />

for 1950-1955; $3 million or more tor 1956-1964; $5 million or more for 1965-1975; and $10 million<br />

or more for 1976-1977. Since 1978 the classification has been: Class I, those having more<br />

than $50 million gross annual operating revenue; class II, from $10 million to $50 million; and class<br />

III, less than $10 million.<br />
