[Persons as of March 1960. Income concepts present alternative methodologies for valuing public in-kind (noncash) transfers such<br />

as food stamps, school lunches, subsidized rental housing, Medicare, and Medicaid, valuation techniques that are used to<br />

measure poverty are as follows: (1) Market value approach which is equal to the purchase price in the private market of the<br />

goods received by the recipient; (2) recipient and/or cash equivalent approach which is the amount o f c a s h that would make the<br />

recipient just as well off as the in-kino transfer or would reflect the recipient's own valuation of the benefit; and (3) poverty<br />

budget share value which limits the value of food, housing, or medical transfers to the proportions spent on these items by<br />

persons at or near the poverty line in 1960-61 (when in-kina were minimal)]<br />
