to enhance or improve the economic well-being of the recipient. A means-tested benefit program requires that the household's<br />

in c o m e and/or assets fall below specified guidelines in order to qualify for benefits. The means-tested noncash benefits covered<br />

are food stamps, free or reduced-price school lunches, public or subsidized housing and Medicaid. There are general trends<br />

toward under-estimation of noncash beneficiaries. Households sue classified according to poverty status of family or nonfamily<br />
