[Highway pavement condition la classified by the Present Serviceability Rating (PSR) system, which ranges from a high of 5.0 for<br />

new or nearly new pavement to O for completely deteriorated pavement A “poor" rating of below 2.5 for high-use, high-speed<br />

facilities (or below 2.0 for other highways) indicates that such facilities are at or beyond their design life ana in need of some<br />

type of capital improvement; a "fair" rating of 2.0 or 2.5 to 3.5 indicates some degree of serviceability remains, but that some<br />

type of capital improvement will be needed in the near future; a "good" rating Indicates that capita! improvements will not be<br />
