from the Federal government, Federal guarantees of private lending, and lending by privately owned Government-sponsored<br />

enterprises. Credit programs provide credit in private capital markets to certain classes of borrowers, or on special terms and<br />

conditions, or for special activities. An element of subsidy is involved since Government assistance is given on terms or<br />

conditions more favorable than would have occurred in private capital markets]<br />
