The Group highlighted a number of issues, including: -
� access to the e-learning training for staff who are not desk-based;
� access to the training by education staff within schools;
� the need to ensure that front-line staff are targeted; and
� the training being included in the formal PPD process and as part of the staff
induction process
After discussion, the Group agreed (a) that the e-learning course be launched in late
May 2012; and (b) that the Equality Sub Group give consideration to the above
issues and produce a development plan on equalities training for submission to the
CMT.
7. Equality Outcomes
Submitted report on the development of equality outcomes for the Council which now
require to be published by 30 April 2013, rather than December 2012 as had
previously been indicated.
The Group has previously considered statistical evidence on local and national
inequalities and has reviewed the Equality Measurement Framework in developing its
draft equality outcomes.
A pilot involving the Improvement Service, EHRC and local authorities has now been
completed and concluded that in order to make progress towards a more equal
society, equality must be at the heart of public services outcomes. Councils, together
with Community Planning Partnerships, will require to generate evidence to
demonstrate the extent of inequality experienced by groups in their area, the extent
of the inequality and the reason for the inequality.
The research also concluded that while the Equality Measurement Framework was
helpful in organising equality evidence for the development of outcomes, it has
limited value as a measurement tool.
The Council’s equality outcomes should be linked where possible to the CPP’s Single
Outcome Agreement local outcomes. There should be opportunities to do this as the
new SOA is developed during 2012.
Community Learning and Development has proposed various means of consultation
including questionnaire surveys, focus groups, facilitated discussions with equality
groups and specific consultation events. There will be scope to link with other CPP
partners through the Ayrshire Equality Partnership on this consultation.
The Chair sought clarification on the inclusion of families of prisoners. The South
West Scotland Criminal Justice Authority will be consulted for its views on this issue.
The Group agreed (a) that a timetable for consultation with equality groups be
produced; and (b) that the Equality Sub Group report to the Corporate Management
Team on its proposals.
