Energy Issues in North Ayrshire Housing
Purpose: To inform the Executive how North Ayrshire Council
supports reducing fuel poverty, maximising fuel
efficiency in its housing stock and supporting efficient
energy use in housing generally.
Recommendation: That the Executive notes (a) the energy related issues
in the housing stock; and (b) the Council's continued
support for the actions relating to energy and carbon
reduction.
1. Introduction
1.1 The Council's Local Housing Strategy 2011-16 incorporates the
principles of sustainability, fuel efficiency and affordable warmth into
its vision for Housing.
1.2 The two salient points relating to energy in Council housing are the
attainment of the Scottish Housing Quality Standards (SHQS) by 2015
and the reduction of fuel poverty.
1.3 The SHQS require that all hot water pipe work and hot water cylinders
are insulated. In addition there requires to be 100 mm of insulation in
loft spaces and walls require to be insulated, normally by cavity fill in
conventional construction.
1.4 The Council has a duty as a landlord to provide an economical heating
system in each home and as a social landlord to meet the standards
of the SHQS.
