2.2 The purchase of additional modules to the Waste Management system provides a number of benefits:- � � � � Reduced purchase costs as an interface with the Council's Customer Relationship Management system (LAGAN) is already in place. Furthermore it will not be necessary to purchase a separate IT server as the modules can be hosted on the server space purchased for the waste management system. Reduced licensing and system support costs of maintaining a common system. Reduced training and familiarisation requirements of the system by both back office support staff and front line operatives. Increased operational efficiencies and knowledge to maintain and support both databases and the system as they will be of a consistent format. 2.3 The value of the system, including in-cab units, but excluding implementation costs is not expected to exceed £100,000 and therefore falls below the threshold at which the European Union procurement regulations apply. The Council's Standing Orders Relating to Contracts, Paragraph 10.5, allows for the Negotiated Tendering procedure to be utilised to extend an existing contract. 3. Proposals 3.1 That the Head of Environment and Related Services, in consultation with the Council's Procurement Service, negotiates terms with Whitespace Work Software Ltd to procure workflow scheduling software to support Streetscene Operations. 4. Implications Financial Implications 4.1 The one off capital cost of purchasing the workflow scheduling software is not expected to exceed £100,000. This will be met from the £150,000 set aside for this purpose within the Service Redesign Investment Fund. A further £25,000 has been included within the 2012/13 revenue budget to meet the anticipated ongoing licensing costs. 244

Consultations 5.1 The Solicitor to the Council and the Council's Procurement Service have been consulted upon the proposals. 6. Conclusion 6.1 As part of the review of Streetscene operations the Executive agreed to procure and implement a workflow scheduling system. The ICT Waste Management system has additional modules that can provide this requirement. By introducing a common system between the Waste Service and Streetscene Operations a number of synergies can be achieved. 245
