The Executive of North Ayrshire Council
Energy Management and Carbon Reduction
Purpose: To update the Executive on the Council's actions in
relation to efficient energy use and reduction of
carbon emissions, in the delivery of the Carbon
Reduction Commitment (CRC) Energy Efficiency
Scheme.
Recommendation: That the Executive notes (a) the range of energy
related activities being undertaken by the Council's
Energy Team; and (b) the Council's continued support
for the actions relating to energy and carbon
reduction.
1. Introduction
1.1 The Council is a major consumer of utilities, and in 2010/11 the
Council spent £4,099,030 on electricity, gas, water, coal and oil.
1.2 The Councils objectives align with the key priorities in the Scottish
Government's Energy Efficiency Action Plan to reduce the energy
consumption associated with Council services.
2. Current Position
2.1 There are many facets to the reduction of energy use and carbon
emissions. This report describes the Council's actions.
Energy and Water Consumption Reduction Projects
2.2 Projects are identified from knowledge of the Council’s buildings, from
initiatives undertaken by the Carbon Management Team and from
recommendations included in Energy Performance Certificates (see
2.12 below).
2.3 Projects are funded from Energy and Water budgets as well as the
central government Community Energy Efficiency Fund (CEEF)
scheme. The latter provides funding for energy-saving installations
which is paid back within 5 years, therefore the schemes have to
demonstrate an energy saving within that period.
