North Ayrshire Strategic Housing Investment Plan 2012-2015 24. In instances where it is proposed that affordable housing provision is delivered through the development of one-bedroom properties, a case for such a solution must be made to the Council, clearly detailing why such properties are required. The Council will consider whether an exception should be made to allow the development of, or access to, one-bedroom properties. 25. Not withstanding the above, the Council does recognise the potential implications of the proposed changes to Welfare Reform and Housing Benefit. In particular, the changes to the level of benefit paid if a tenant is under occupying a property, and the level of benefit payable to single people under the age of 35 years. When introduced, the implications will be closely monitored and evaluated by the Council in terms of the impact on our investment priorities. TYPE 26. The Council, and its partners, carry out regular consultation with local people in relation to meeting housing need. A common theme arising from consultation events is the aspiration of local people to live in houses rather than flats. 27. The Council, and its partners, in seeking to increase the supply of affordable housing through development, adaptation or by making existing housing more accessible, will seek, where possible, to meet local aspiration by delivering affordable houses rather than flats. 28. However, securing sufficient affordable housing to meet actual need takes priority over complying with aspiration and, in the current financial climate with reducing levels of grant funding, the provision of flats or a mixed house type development may be the only financially viable option. PARTICULAR NEEDS GROUPS 29. The Council have also recognised other key investment priorities which exist separately to the demonstrated mainstream affordable housing shortfall for individual sub housing market areas. These include the forecast exponential rise in older people both locally and nationally, and the housing requirements of people with disabilities and particular needs. 30. The Local Housing Strategy has also identified from the North Ayrshire Housing Register (the common housing register for the area), that 3% of all newly developed two-bedroom homes should be suitable to those who require the use of a wheelchair. 31. The Local Housing Strategy also identifies a need to provide suitable supported accommodation for those with mental ill-health or learning disabilities, in a manner that maximises resources. 32. The Council have also committed to piloting a ‘cluster’ housing model that will demonstrate the benefits of housing those with learning disabilities, or 5 | P age 92
North Ayrshire Strategic Housing Investment Plan 2012-2015 experiencing mental ill-health, in the same location (similar to housing models for older people). LAND SUPPLY 33. In order to ensure a future development programme that targets the Council’s key investment areas, North Ayrshire Council’s Housing and Planning Services are working together to ensure that an adequate supply of land for affordable housing purposes is identified in the forthcoming Local Development Plan (currently subject to external examination). INVESTMENT PROJECTS 34. A range of investment projects are included in the SHIP. Many of the projects will be delivered without any requirement for Government subsidy. Further projects have also been identified which are dependant on such subsidy. 35. North Ayrshire Council is committed to ensuring as much development investment is secured in North Ayrshire as possible. To this end, the Council will ensure that projects which are suggested for inclusion within the SHIP are deliverable within a 3-year programme. 36. Furthermore, the Council will continue to assess development projects, with a view to part subsidising them from the monies secured from the discount to second homes council tax. 37. Where necessary the Council will act as a liaison between various development partners, to ensure that a project is delivered. 38. Finally, there are affordable housing investment projects which will not realise additional affordable housing units. For this reason the projects are not included in the SHIP templates. However these projects will help ensure that existing housing remains sustainable in the long term, and remains a viable affordable housing solution now and into the future. Details of these projects are included in this section. SHELTERED HOUSING RE-PROVISIONING 39. North Ayrshire Council manages 28 sheltered housing complexes across the four mainland sub housing market areas. 40. As part of the development of the forthcoming North Ayrshire Older People’s Housing Strategy, the Executive of North Ayrshire Council agreed to the reprovisioning of the Council’s existing sheltered housing stock, in order to establish and deliver a ‘North Ayrshire Standard’ for sheltered provision in the area. 41. The Council has made provision for significant investment in sheltered housing over the next five years, as part of the new thirty-year Housing Revenue 6 | P age 93
