Subject: NORTH AYRSHIRE COUNCIL Agenda Item 4 10 April 2012 The Executive of North Ayrshire Council North Ayrshire Council Strategic Housing Investment Plan (SHIP) 2012-2015 Purpose: To provide the Executive of the Council with details of the housing investment priorities identified through the annual SHIP process, and to seek approval for same. Recommendation: That the Executive of the Council approves the content of the SHIP document set out in Appendix 1. 1. Introduction 1.1 The Strategic Housing Investment Plan (SHIP) 2012-2015 is part of the Local Housing Strategy process and is the key statement of investment (in terms of affordable housing development) within North Ayrshire. 1.2 The purpose of the plan is to set out North Ayrshire Council’s investment priorities for affordable housing over a three year period; this in turn will contribute to the delivery of the North Ayrshire Local Housing Strategy 2011 – 2016 outcomes detailed below: ·The supply and quality of housing better meets needs and aspirations; ·Fewer people become homeless; and ·Housing is sustainable and contributes to stable communities. 1.3 The Scottish Government recognise the SHIP as the document that reinforces North Ayrshire Council’s role as the strategic housing body within the area, and will use the SHIP to guide the application of investment funding. 1.4 To secure Scottish Government funding for affordable housing investment in North Ayrshire, it is critical that the SHIP clearly identifies deliverable affordable housing projects. All affordable development projects included in the SHIP are understood by the Council and its partners to be, subject to available funding, deliverable within the 3 year planning time frame. 77
