Education Services to Children with Additional
Support Needs
To seek approval to (a) re-tender a series of
Framework Agreements with external service
providers for the provision of education services to
children and young people with Additional Support
Needs who require to be placed outwith the resources
of North Ayrshire Council; (b) re-tender under EU
Services Open Procedure; (c) include provision of
transport services where service providers are
capable of providing an efficient and cost-effective
service; and (d) use the Public Contracts Scotland
(PCS) secure tender submission facility for full
electronic tendering.
Recommendation: That the Executive authorises the Corporate Director
(Education and Skills) to invite tenders from suitably
experienced and competent service providers using
the Open Tender procedure in conformity with
European Union procurement legislation, Scottish
Government procurement guidance and North
Ayrshire Council Standing Orders for Contracts.
1. Introduction
1.1. The existing framework operates until August 2012. It was tendered
using EU Open Procedure in 2009 and is now subject to an obligation
to re-tender.
1.2. At present the contract does not include transportation of young
people to and from their homes, which is currently the subject of
separate contractual arrangements (approx. £140,000 per year).
