3.2 The high level governance for the delivery of the project has been
approved. There is a further requirement to establish a formal project
delivery team as described in 2.5.
3.3 It is therefore proposed that the Executive (a) notes the outline project
delivery plan contained in the report; and (b) agrees to receive
updates at future meetings as the project progresses through the key
milestones.
4. Implications
Financial Implications
4.1 It is anticipated that the funding required to support the project team
will be drawn from existing resources within each service.
The cost of external advisers which may include legal, financial,
technical and insurance will require to be paid at the outset by the
Council from existing budgets. However, the Scottish Government will
fund these costs, subject to a cap of £200k, via the unitary charge.
Human Resource Implications
4.2 There will be human resource implications in terms of the project
delivery team to lead the project through key stages. These will be
met from existing resources.

4.3 There will be legal implications arising from this report in terms of
procuring external legal advice which will require input from Legal
Services.
