3.2 Further areas of sustainable energy in housing will be considered and
piloted, in particular the installation of photovoltaics (PVs) in area
energy schemes. PVs are cells which generate electricity from light
energy and can be installed on roofs or in gardens, providing free
electricity to the resident.
3.3 Area energy schemes offer an opportunity to utilise sustainable
energies such as those generated by geo-thermal systems
(ground-source heat pumps), wind generation or bio-mass (wood chip
fired boilers). These systems are not readily adaptable to individual
domestic applications, but can be exploited to provide energy on an
estate or street basis. This also ensures that the best deals on
feed-back tariffs can be gained. Some work will be required to
investigate how the Council can provide these, how the tariffs will work
and how they can be implemented without marginalising other areas.
3.4 Based on the activities currently underway and those planned, an
Energy Strategy will be developed for the Council's housing stock and
will be submitted to the Executive later in 2012. This will be
developed in consultation with tenants groups.
3.5 That the Executive notes (a) the energy related issues in the housing
stock; and (b) the Council's continued support for the actions relating
to energy and carbon reduction
4. Implications
4.1 Financial Implications
UHIS funding of £440,000 has been confirmed for 2012/13 to be used
across North Ayrshire. Unused UHIS funding for 2011/12 has been
approved by the Government for use towards the costs of the major
works at Lambie and O'Connor Courts, Saltcoats.
